Project Aims to Boost Low Sulfur Fuels Production in Rio

The Boaventura Complex, formerly known as Comperj, in Itaboraí (RJ), will be the stage for a significant transformation.
The consortium led by Azevedo & Travassos, through its subsidiary Heftos Óleo e Gás, secured, on July 8, 2025, a contract estimated at R$ 1.8 billion with Petrobras.
The winning bid reinforces the resumption of strategic energy projects, with plans for hydrogen generation and low sulfur fuels.
This information was disclosed in an official market announcement.
The announcement highlights the state-owned company’s commitment to sustainable advancements.

Strategic Hydrogen Unit

Since the beginning of the bidding process, Petrobras sought more advantageous proposals to establish the Boaventura Complex as a reference in clean energy generation.
Heftos Óleo e Gás, a subsidiary of Azevedo & Travassos, will be responsible for 80% of the execution.
Colares Linhares Engenharia will take on the other 20% of the contract, the total value of which reaches R$ 1,761,183,079.64.
Although the result has been announced, the official approval is still pending completion by the competent bodies of Petrobras.

Robust Scope and Ambitious Goals

According to the contract details, the scope involves the consistency analysis of the basic project and the development of the executive project.
The activities also include civil construction, electromechanical assembly, interconnections, commissioning, technical assistance, and training.
The goal is to increase the production of strategic derivatives with a lower environmental impact.
This goal aligns with commitments made by the state-owned company to reduce carbon emissions in the fossil fuel chain.

According to official data from Petrobras, the new facilities are expected to have the capacity to generate 12,000 barrels per day of Group II lubricating oils.
In addition, they are expected to produce 75,000 barrels daily of S-10 diesel and 20,000 barrels daily of QAV-1 aviation kerosene.
All products will have very low sulfur content, essential for meeting stricter environmental regulations.
This forecast is part of a long-term strategy to maintain the competitiveness of the refining complex.
It also follows the global demand for cleaner fuels.
