Bill Proposals Sent to the Chamber Provide for Fleet Renewal with Electric Buses and Installation of Solar Panels in Schools, Health Posts, and Terminals in an Unprecedented Climate Action Plan.
The City Hall of Curitiba (PR) submitted two bill proposals to the City Council this week requesting authorization to contract up to R$ 1 billion in financing aimed at expanding sustainable mobility and solar energy generation in the city. The proposal is part of the “Urban Innovation and Climate Action Plan of Curitiba” and aims to consolidate the capital of Paraná as a national reference in energy transition and carbon emission reduction.
The two proposals are being processed urgently, with a period of up to 45 days for voting. The funds will be applied to the acquisition of electric buses, implementation of charging stations, and installation of photovoltaic systems in public buildings.
Bill Proposals Request Public Transport with Electric Buses
One of the main fronts of the plan is the gradual electrification of the public transport fleet, starting with structural lines such as Inter 2, Leste-Oeste, and Interbairros II. The replacement of diesel-powered models with 100% electric buses aims to reduce pollutant emissions and urban noise, as well as cut maintenance and fueling costs.

The project estimates that adopting electric vehicles in the BRT system and high-demand corridors will allow for a reduction of up to 15,900 tons of CO₂ per year, contributing to the city’s environmental goals.
In addition to acquiring vehicles, the bill proposals include creating charging infrastructure at terminals, garages, and charging stations along the busiest routes. The directly benefited public exceeds 91,000 passengers per day, just on the Inter 2 line.
Solar Energy in Public Buildings
Another pillar of the plan is solar energy generation through the installation of photovoltaic systems on the rooftops of schools, health posts, administrative centers, and transport terminals. The measure aims to reduce electricity expenses in public administration and promote the use of clean and renewable sources.
The estimate is that the installed capacity will reach up to 22.8 megawatts (MW), an amount sufficient to supply dozens of public facilities with clean energy, reducing dependence on the conventional grid.
National and International Financing
The first project submitted provides for contracting up to R$ 380 million from BNDES (National Bank for Economic and Social Development), with resources linked to the New PAC, within the “Sustainable and Resilient Cities” axis. This amount will be prioritized for the renewal of the electric fleet of the Inter 2 line and the implementation of charging infrastructure.
The second project seeks approval to contract up to 100 million euros (approximately R$ 635 million) from the German bank KfW, recognized for financing sustainable projects in developing countries. The funds will be used to acquire additional electric buses and expand photovoltaic generation in public buildings.
According to the City Hall, contracts will only be signed after technical and financial feasibility analyses, with monitoring by the City Council. The administration also emphasizes that the financing will have long terms and special conditions, aligned with the city’s commitments to the global climate agenda.
Commitment to Energy Transition
The approval of the bill proposals represents a decisive step for Curitiba to advance in modernizing its urban infrastructure, reducing emissions and promoting greater energy efficiency. The initiative also aligns with a global trend of decarbonizing public transport and optimizing the use of renewable resources.
If authorized, the financing will represent one of the largest investments in recent history of the capital of Paraná in electric mobility and sustainable energy infrastructure. The City Hall emphasizes that, in addition to environmental benefits, the plan is expected to generate significant operational savings as well as create new opportunities in the clean technology sector.
The proposals now move on for analysis in the permanent committees of the Chamber. The Executive’s expectation is that the processing will be swift, ensuring the start of structural actions as early as 2025.
