The duplication of BR 262 in ES is expected to cost the equivalent of building more than 15 Mestre Álvaro bypasses, a project that challenged engineering in the state and took over four years to complete. The estimate is that the tunnel on BR-262 Espírito Santo, designed to improve traffic flow on the highway connecting the Espirito Santo territory to Minas Gerais, will be presented to cities soon.
Project Will Cost 15 Times More Than Works of the Mestre Álvaro Bypass
The cost of duplicating BR 262 in ES is part of studies conducted at the request of the National Department of Transport Infrastructure (Dnit). According to the Dnit, there is still no final budget defined for the tunnel on BR-262 Espírito Santo, nor a schedule for execution, due to the complexity of the project, especially regarding geotechnical and topographical challenges.
However, based on indirect estimation methodologies and the use of average management costs, the estimate is that the investments needed for the total execution of the Duplication of BR 262 in ES will be around R$ 8 billion, 15 times the value of the Mestre Álvaro bypass.

Inaugurated in December 2023 in Serra, the project known for challenging engineering in the state features pillars with a height similar to a 16-story building anchored in soft and marshy soil, has an extension of 19.7 km, and cost R$ 476 million.
While each kilometer of the Mestre Álvaro bypass cost an average of R$ 24 million, the Tunnel on BR-262 Espírito Santo will cost R$ 50 million, demonstrating the complexity of the construction.
It is important to remember that in October 2024, the state government announced that it would allocate R$ 2.3 billion from the Mariana agreement to fund part of the construction on BR 262. This amount is expected to be used to finance the section between Viana and Venda Nova do Imigrante, in the Mountain Region, which has the most complex geography along the entire length of the highway.
According to Dnit, the segment corresponds to phase 1 of the project, which should be presented to cities in March. The project for the Duplication of BR 262 in ES began to be developed after the contract signed on July 7, 2023, with the Pedra Azul Consortium, responsible for environmental licensing and construction.
Understand the Importance of the Tunnel on BR-262 Espírito Santo
Sergio Vidigal (PDT), the current secretary of the department following the departure of Vice-Governor Ricardo Ferraço (MDB), has been in charge of the State Secretariat for Development (Sedes) for a month and stated that, according to Dnit data, BR 262 should have a large part duplicated and, in the sections with more complicated geography, will feature a new route parallel to the current one.
According to Vidigal, the Duplication of BR 262 in ES is a highly necessary project for the state’s logistics sector, as it would be the way to connect more quickly to Minas Gerais. Since ES has a large port infrastructure, it is essential to have not only railways and airports but also well-structured highways to transport all production.


O traçado apresentado na reportagem mostra um aumento na distância entre o ponto de conexão da nova rodovia com a ES-388 e Domingos Martins. Ao invés de seguir direto, a rodovia está sendo desviada até Viana Sede, gerando gasto extra de tempo, combustível, além de aumentar as emissões. Por que não fazer a rodovia buscando a menor distância entre Vila Velha e Domingos Martins, e para quem deseja seguir até Viana, uma derivação da rodovia (acesso direto à Viana). Assim vai-se reduzir custos e tempos de deslocamento, além de uma menor exposição ao risco de acidentes. Ninguém pensou nisso?
Outro ponto que não ficou claro é como quem sai de Vila Velha, ou retorna para Vila Velha, irá acessar a rodovia. Vai precisar passar pela já congestionada Rodovia do Sol em Itaparica?

Mas o direcionamento sul para favorecer a ES-388 não faz sentido porque ela terá tráfego muito menor que o direcionado a grande vitória, onde está metade da população do estado, os portos e a maior parte das empresas instaladas.
também não bate com a descrição do trecho dada pelo dnit, de “cerca de 23km” que vai encurtar a viagem em 4km – isso corresponde a um novo trajeto entre o centro de Viana e o de Marechal. E o governador comentou dia 04/04 que a apresentação do projeto geométrico só deve ocorrer até final do 1º semestre.
