Discover The Bill Projects 624 And 671 Underway In The Senate That Promise To Transform The Solar Energy Sector In 2025, Boosting Major Changes In The Photovoltaic Market Next Year.

The solar energy market in Brazil continues to grow rapidly, consolidating itself as one of the main sustainable alternatives for energy generation in the country. However, significant changes are on the way. With the arrival of 2025, two new legislative proposals, PL 624/2023 and PL 671/2023, promise to directly impact the photovoltaic sector. These legislative initiatives aim to regulate fundamental aspects of the solar market, from tax incentives to standards for the installation and maintenance of photovoltaic systems.

PL Will Change The Solar Energy Sector In 2025 And Is Already Underway In The Senate

The first bill is PL 624 of 2023, which is related to an important issue in the photovoltaic sector known as power flow reversal. This is the project that establishes that energy distributors cannot claim power flow reversal for distributed microgeneration projects, impacting the solar energy market in 2025.

According to this project, only mini-generation plants can be subject to any type of restriction or limitation on their injection capacity into the grid due to a power flow reversal.

Additionally, this project also states that if the distributor claims power flow reversal, it is required to present all studies and, more importantly, also the technical responsibility annotation of the professional. 

PL 624 and PL 671 are already in the federal senate, which means that it started in the chamber, has been approved there, and is now underway in the senate. This project for the photovoltaic sector is already with a more advanced movement, because if it is approved in the senate with the text it received in the Chamber, it will go directly to presidential sanction. However, if it undergoes any changes in the senate, it must return to the chamber for deliberation there.

Understand The Objectives Of PL 671 For The Photovoltaic Sector

Another bill that has also drawn a lot of attention is PL 671 of 2024, and this project will change solar energy in 2025, establishing that energy distributors cannot act either by themselves or through any affiliated company that is part of the same economic group in the segment of mini and micro-distributed generation.

Thus, the objective of this project in the photovoltaic sector is to put an end to these unfair competition practices that can be observed by so many companies related to energy distributors in the market.

PL 671 establishes this prohibition and states that, once approved, if there are companies from the economic groups of the distributors operating in the segment of distributed generation, these companies will have 6 months to cease their activities and comply with the provisions of the bill. Unlike project 624, which addresses power flow reversal, this project has just started its proceedings, so it is still in the Chamber of Deputies, and if it is approved in the Chamber, it still has to go through the entire Federal Senate.

How Do PL 624 And 671 Impact Solar Energy In 2025?

The project 671 is, in theory, further behind in this legislative approval process than 624. PL 624 and PL 671, which will change solar energy in 2025, are distinct, but they both address common “pain points” of integrators. One concerns power flow reversal, and the other is exactly this issue of unfair competition. 

In addition to PL 624 and PL 671, another bill that is shaking consumers in the photovoltaic sector is the PL 4831, where energy distributors are now demanding 70% market reserve. In other words, 70% of electricity users will not have the right to install a solar energy system and consume their own generation, with only 30% having that right.
