Unprecedented Training for Popular Educators: Fiocruz Launches New Notice with Dozens of Spots for a Free Course That Promises to Transform the Health of the Homeless Population!
The Oswaldo Cruz Foundation (Fiocruz) launched the new notice No. 001/2025 to select popular educators who will work in the Course for Improvement in Popular Education in Health for the Care of the Homeless Population (EdPopRUA). The initiative is seen as strategic within the Unified Health System (SUS), as it offers 66 spots distributed between Pernambuco and São Paulo.
More than a training, the course represents a joint effort to broaden access and equity in primary care, involving Fiocruz, the Ministry of Health, and social movements.
Course Objective and Workload
The EdPopRUA has been structured to train educators capable of directly engaging with communities in vulnerable situations, especially those living on the streets.

The free course from the Oswaldo Cruz Foundation totals 180 hours of activities, including face-to-face meetings and fieldwork, divided into five pedagogical tracks.
Additionally, all selected by Fiocruz must participate mandatorily in the Workshop for Training Popular Educators, which lasts 40 hours and serves as the practical and evaluative stage of the process.
Available Spots and Locations
The new notice from the Oswaldo Cruz Foundation offers a total of 66 spots for two profiles: Popular Educator I, aimed at professionals with a degree and teaching experience in health, and Popular Educator II, intended for individuals with a background related to the homeless population or involvement in social movements.
The Fiocruz classes will be distributed across different cities: Recife, Vitória de Santo Antão, Garanhuns, and Petrolina (PE), as well as Campinas, São Bernardo do Campo, São Paulo, and Ribeirão Preto (SP).
How the Fiocruz Notice Selection Will Work
The selection process will have two stages. The first consists of analyzing the letter of intent and documentation that proves experience in the field, totaling up to 70 points.
The second stage will be participation in the Training Workshop, which can yield an additional 30 points, bringing the total to 100.
The notice also provides for affirmative actions: 20% of spots for black candidates (both black and brown), 7% for people with disabilities, and 3% for indigenous individuals.
According to Professor Paulette Cavalcanti, a member of the selection committee, “this is a way to ensure that diversity is present in the training and practice of educators who work directly with the health of the homeless population.”
Requirements for Registration
To apply for the spots, candidates need to fit into one of the two profiles. The Popular Educator I must have completed a degree, at least one year of teaching experience, and availability of 20 hours per week.
The Popular Educator II can have completed or incomplete elementary education, as long as they are enrolled in an educational institution, and must prove prior experience as a popular educator, especially in contexts related to the homeless population.
In both cases, access to a computer and the internet is required, as well as mandatory participation in the 40-hour workshop.

The notice includes only the Course for Improvement in Popular Education in Health for the Care of the Homeless Population (EdPopRUA), which will be conducted in person, with classes organized in the states of Pernambuco and São Paulo.

- October 27 – Publication of the Workshop results in São Paulo

How to Register
Applications must be made exclusively online, between August 15 and September 7, 2025, through the official website of the institution. It is mandatory to attach the letter of intent and the required documentation in the notice.
Those selected will receive a certificate valid throughout the national territory, issued by Fiocruz. This is a unique opportunity to train, contribute to public health, and transform the reality of the homeless population.
