Held at B3, the São Paulo stock exchange, the competition among three groups saw the SP+Schools Consortium as the winner. Each month, the government will pay the consortium R$ 11.5 million to build and manage these schools.

West Lot: Schools Will Have 476 Classrooms Planned to Serve 17.6 Thousand Students
The SP+Schools Consortium will be responsible for the construction of 16 educational units, spread across cities such as Aguaí, Arujá, Campinas, and Sorocaba. In total, the new schools will have 476 classrooms, planned to serve 17.6 thousand students. The proposed infrastructure follows three distinct models, with 21, 28, or 35 classrooms, adapting to the demands of each region.
In addition to traditional teaching spaces, the new schools will include auditoriums, interactive environments, and sports areas, providing a more dynamic atmosphere for students and teachers. This structure aims not only to increase the number of places but also to offer an innovative and safe environment where learning is enhanced by technology.
Another Advance with the West Lot
In the week prior to the East Lot auction, the New Schools Consortium, also part of SP+Schools, won the West Lot, securing the construction of another 17 units. The schools in this lot will serve approximately 17.1 thousand students in 462 classrooms, benefiting cities such as Araras, Bebedouro, and Marília.
With a discount of 21.43%, the final value was R$ 11.9 million per month, representing a savings of R$ 922.2 million over a 25-year contract. This exemplifies the commitment to efficient management of public resources and the quality of educational infrastructure for thousands of students.
Combined Benefits: 33 Schools in 29 Cities
Tallying both lots, the project plans to build 33 new schools in 29 cities in São Paulo, increasing the state network by 35.1 thousand full-time places for elementary and high school education. This plan has a total investment of R$ 2.1 billion, with half of the units expected to be delivered by the second year of the contract and the rest by the third year.
The action is aligned with the goal of providing a quality education in adequate and modern spaces, ensuring that students have access to comprehensive training and that teachers and managers have a well-structured environment.
The Vision of SEDUC-SP for the Education PPP
The education PPP project, coordinated by SEDUC-SP, aims to optimize management and modernize the infrastructure of state schools. According to the government, the initiative seeks to allow education professionals to focus more on pedagogical activities, reducing costs and increasing administrative efficiency.
The idea is to create well-equipped schools, where managers can act more effectively and students have better study conditions.
Strict Monitoring and Active Oversight in School Construction
To ensure the project’s objectives are met, the Public Services Regulatory Agency of the State of São Paulo (Arsesp) will be responsible for monitoring the contract. An independent verifier will also be involved, monitoring the performance of the services provided and ensuring that the contract’s norms are rigorously followed.
This way, the government ensures that the education PPP project meets the highest standards of quality and safety, both in the construction and operation of the new schools.

The representative of the SP+Schools Consortium, Ney Moreira, highlighted that the group’s proposal transcends physical infrastructure and aims to transform the lives of the benefiting students: “The government’s support was fundamental in developing a project that truly meets educational needs, creating a safe and welcoming environment for the entire school community.”
The state Secretary of Education, Renato Feder, emphasized that the PPP allows a focus on pedagogy: “Managing maintenance, construction, and food through the PPP frees the pedagogical team to work directly with the students.”

Governor Tarcísio de Freitas expressed his satisfaction with the progress of the PPPs: “We are addressing infrastructure issues affecting 80% of the state schools over 20 years old. The construction of these 33 fully equipped schools is a milestone for education in SP.”
He reinforced that the goal is to improve study conditions and provide an ideal work environment for teachers and coordinators, focusing on transforming the reality of the state education network.
Upcoming Auctions in the Concessions Marathon
This auction is part of the SP government’s Concessions Marathon, which includes concession projects in education, mobility, and health. After the concession of the schools, other projects such as Rota Sorocabana and the State Lottery have already been completed.
The next auction, for the Nova Raposo project, is scheduled for late November. Thus, the São Paulo government remains steadfast in its goal to modernize and expand essential services for the population.
