Historic Investment by the SP Government in Housing
The announced package includes the production of 15,000 new housing units, divided into two modalities:
- 10,000 homes will be made possible through Real Estate Credit Letters (CCI), with subsidies aimed at families earning up to three minimum wages.
- 5,000 homes will be built directly by the Housing and Urban Development Company (CDHU), an agency linked to the Secretary of Urban Development and Housing.
The total investment is R$954 million, consolidating the Casa Paulista program as the largest in state history in terms of resources allocated to housing.
Casa Paulista Program: 107 Benefited Municipalities
The project covers 107 cities distributed across all regions of the state of São Paulo. This geographical diversity reinforces the SP Government’s commitment to housing inclusion in urban and rural areas, catering to different population profiles.
Among the municipalities covered, large urban centers and towns in the countryside are highlighted, ensuring that the investment reaches vulnerable populations in different socioeconomic contexts.
Technology and Innovation in the Construction of Homes
Among the units to be constructed by the CDHU, 94 homes will utilize industrialized modular technology, which allows for greater agility in executing the works and better quality control. The benefited cities with this technology are:
- São José dos Campos: 28 units
- Várzea Paulista (Campinas region): 66 units
The adoption of innovative construction methods is a strategy of the SP Government to accelerate the delivery of homes and ensure greater efficiency in housing projects.
Social Impact of the Casa Paulista Program
From January 2023 to July 2025, the SP Government has already invested R$6.9 billion in the Casa Paulista program. This amount exceeds the total invested in the previous seven and a half years, demonstrating the priority that the current administration has given to housing.
So far, 66,600 homes have been delivered in various modalities. In addition, there are 105,500 units in production, which shows the scale and impact of the program on the lives of thousands of São Paulo families.
During the announcement, Governor Tarcísio de Freitas emphasized the importance of partnership with municipalities to enable housing projects. Collaboration between the SP Government and city halls is essential for identifying available areas, land regularization, and monitoring works, ensuring that investments are applied efficiently and transparently.
Housing for Indigenous and Quilombola Communities
The Casa Paulista program also includes actions focused on social inclusion. The CDHU will build 282 homes for indigenous and quilombola communities in six cities:
- São Paulo (63 units)
- Eldorado (89 units)
- Bertioga (30 units)
- Mongaguá (10 units)
- Peruíbe (30 units)
- Tapiraí (60 units)
These homes will be adapted to local customs and will not have financing charges, being fully subsidized by the state. The total investment in this action is R$58 million, reinforcing the SP Government’s commitment to equity and respect for cultural diversity.
Social Reintegration and the Vida Longa Program
During the event, the first furniture produced by people released from the prison system was also presented, which will be used in the units of the Vida Longa program. This initiative offers free and assisted housing to elderly individuals in situations of social vulnerability.
The production of the furniture is carried out in partnership with the Professor Dr. Manoel Pedro Pimentel Foundation (Funap), linked to the Secretariat of Penitentiary Administration. The units in Jaguariúna and Itapira will be the first to receive the furniture, promoting social reintegration and the repurposing of skilled labor.
Accessible Financing Modalities
CDHU: Zero-Interest Financing
The CDHU offers financing with zero interest for families earning up to five minimum wages. The amount of the installments is calculated based on family income, committing at most 20% of monthly earnings. The contract has monetary correction by the IPCA and lasts up to 30 years.
This modality allows low-income families to access home ownership sustainably, without compromising their financial stability.
Real Estate Credit Letters (CCI)
Through the Real Estate Credit Letters, families earning up to three minimum wages can access subsidies between R$10,000 and R$16,000, depending on the location of the property. These amounts can be combined with federal benefits and the use of FGTS, further facilitating access to housing.
This modality is aimed at acquiring new or used properties, expanding the choices for beneficiaries of the Casa Paulista program.
Casa Paulista: The Largest Housing Program of the SP Government
The Casa Paulista program operates with two complementary branches:
- Direct production by the CDHU
- Promotion of credit and encouragement of production by the private sector
This structure allows addressing the housing deficit with diversified and scalable solutions. The SP Government reinforces its commitment to public policies that promote dignity and security for thousands of families.
In addition to the construction of new units, the program also includes actions for land regularization, housing improvements, and urbanization of precarious areas, expanding the social impact of housing policies.
Why This Investment in 15,000 Homes Is a Milestone for São Paulo
The announcement represents a milestone in São Paulo’s housing policy. With nearly R$1 billion in investment and the construction of 15,000 homes, the SP Government reaffirms its role as a leader in promoting dignified housing.
The initiative not only reduces the housing deficit but also strengthens the social and economic fabric of the state. By investing in technology, social inclusion, and strategic partnerships, the Casa Paulista program solidifies itself as a national reference in public housing policies.
