More Than R$ 150 Million is Released by the Government of Paraná for Projects That Promote Public Policies for Women and the Elderly.
The Government of Paraná has taken an important step in strengthening public policies for women and the elderly. Through the State Secretariat for Women, Racial Equality and the Elderly (Semipi), Resolution No. 25/2025 was published, which regulates the allocation of more than R$ 150 million for investment in construction, renovation, or expansion of public facilities aimed at these priority groups.
Interested municipalities may apply for the funds until June 30, 2025.
Public Funds for Construction of Facilities for Women and the Elderly
The initiative’s main objective is to support municipalities in the construction of structures that ensure welcome, safety, empowerment, and quality of life for women and the elderly.

Among the projects covered are works such as the Casa da Mulher Paranaense, spaces for welcoming victims of violence, reference centers for female assistance, as well as social complexes aimed at the elderly, such as the “City of the Elderly” and community units.
“For each type of work, whether construction, renovation, or expansion, there is a maximum amount that can be financed by the State. If the cost of the work exceeds this limit, municipal matching may be considered,” explained Secretary Leandre Dal Ponte.
How Can Municipalities Participate?
The regulation published by Semipi sets clear criteria for municipalities to access the funds.
Municipalities will need to present an architectural project, a detailed investment proposal, proof of local demand, and a maintenance cost plan for the facility for at least four years.
In the case of the Casa da Mulher Paranaense, the project is standardized and provided by the secretariat itself, which facilitates the participation of municipalities that meet the minimum criteria, such as having more than 10,000 inhabitants and having an Organism of Policies for Women (OPM).
Other projects available for investment include:
Welcoming Spaces for women in situations of violence, aimed at regional assistance;
Reference Centers for Assistance to Women in Situations of Violence (CRAM) or equivalent, intended for municipalities with populations over 20,000;
Social complexes and community centers for the elderly, aligned with the Paraná Friendly to the Elderly Program.
Required Documentation and Deadlines
Resolution No. 25/2025 details all required documentation, as per articles 12 to 14, and the procedures for opening a protocol in the E-Protocolo system.
Proof of the existence of OPM is mandatory for projects related to the Casa da Mulher Paranaense and women’s welcoming spaces.
