INEL Actions Aim to Consolidate Brazil’s Role in the Green Hydrogen Scenario.
The movement for clean energy gains momentum with the recent action by INEL (National Institute of Clean Energy). This week, the institute was present at the Chamber of Deputies, submitting contributions aimed at the evolution of the legislation on Green Hydrogen in Brazilian territory.
Contributions Focused on Growth and Sustainability
With a focus on enhancing the emerging Green Hydrogen industry, INEL’s suggestions are directed toward improving incentives and financing mechanisms throughout the entire production chain. At the same time, close attention is also given to solar energy, especially in its intersection with the production of Green Hydrogen.

The world has bet on green hydrogen as the fuel of the future, but now faces the side effect: producing 1 kilogram requires about 9 liters of ultrapure water, and the largest projects on the planet are precisely in the driest regions of the Earth, where water is already scarce for people.
Luiz Piauhylino Filho, leading the Green Hydrogen department at INEL, emphasizes the relevance of a regulatory framework for this segment. “Brazil has vast potential in the realm of Green Hydrogen. Therefore, it is essential that we have clarity in legislation to unlock investments in this direction,” he emphasizes. The secretary also highlights that alignment with international practices and transparency are crucial to ensure legal security for those involved in this production chain.
Strong INEL Action in Brasília
With a strategic focus on Green Hydrogen, INEL has been active in its articulations in Brasília since the beginning of the year. One of the milestones was the interaction with important figures in the political scene, such as the Vice President of the Republic and the Minister of Mines and Energy, where the development of Green Hydrogen was discussed.
This interaction led to the creation of an Interministerial Working Group. This group, with the active participation of INEL, seeks to broaden dialogue and provide governmental support for strategic decisions regarding Green Hydrogen in Brazil.
For Heber Galarce, president of INEL, the Institute’s engagement with the legislative and executive branches is essential. “We are at the forefront of discussions about Green Hydrogen. Our goal is to unite the efforts of the private sector and the government to leverage this powerful renewable source, in which Brazil has immense potential,” he highlights.
The document sent to the Chamber, which carries INEL’s valuable contributions to this energy revolution, is signed not only by Secretary Luiz Piauhylino Filho but also by other notable figures from the institute, reaffirming the collective commitment to this journey.
