Government Is Expected to Extend by 90 Days the Deadline for Retirees to Contest Irregular INSS Discounts. More Than 6 Million Have Been Affected and R$ 2.5 Billion Has Already Been Returned
The federal government is expected to announce in the coming days an extension of the deadline for retirees and pensioners to contest irregular discounts made on their benefits from the National Institute of Social Security (INSS). Initially, the deadline for filing complaints would end this Friday (14), but the expectation is that the period will be extended for another 90 days, according to sources linked to the Ministry of Social Security.
The decision still depends on official confirmation, which is expected to occur this Monday (10) or Tuesday (11). The measure aims to give more time to the beneficiaries affected by one of the largest recent scandals involving the Brazilian social security system, which diverted billions of reais in undue amounts deducted from pensions and retirement benefits.
Scandal of Undue Discounts
According to data released by the INSS, more than 6 million beneficiaries reported not recognizing deductions applied to their payments in recent years. These amounts were attributed to charges made by entities and associations claiming to have authorization from retirees to carry out the deductions. In many cases, however, there is no legitimate proof of this authorization, and the documents presented are under investigation.

Refund Program and Beneficiary Enrollment
According to the latest official report, about 4.8 million people (4,827,832 beneficiaries) are eligible to receive the return of amounts unduly deducted. However, so far, only 3.7 million (3,737,708 beneficiaries) have effectively enrolled in the program — equivalent to 77.4% of the total.
The reimbursement payments have already resulted in the return of approximately R$ 2.5 billion, benefiting virtually all who have requested this refund so far. Nevertheless, the government believes that extending the deadline will be essential to reach retirees who, due to lack of information or difficulty accessing digital channels, have yet to formalize their complaints.
How to Contest the Discounts
Contesting the undue discounts is the first mandatory step for those wishing to participate in the reimbursement program. Requests can be made through three official channels:
- Meu INSS (App or Website): accessing the service “Consult Discounts from Associative Entities”;
- Central 135: free telephone assistance available from Monday to Saturday, from 7 AM to 10 PM;
- Post Office: more than 5,000 agencies across the country offer in-person and free assistance.
The recommendation from the INSS is that beneficiaries carefully verify all information before submitting their requests and pay attention to deadlines. The extension, if confirmed, will apply to both new registrations and the complementing of already submitted complaints.
A Step to Reestablish Confidence
With the scandal still under investigation, the government seeks to strengthen mechanisms of control and transparency over deductions from social security benefits. The objective is to prevent similar frauds from occurring again and to ensure greater protection for retirees, one of the most vulnerable groups in the country.
The extension of the deadline, according to Social Security technicians, will be accompanied by new information campaigns and an increase in assistance through official channels. This measure is also expected to strengthen the refund process and gradually restore confidence in the INSS system, which has been shaken by practices deemed abusive and fraudulent.
