“Investing in an electric car is thinking about the future and saving today,” says Mariana Costa, a mobility specialist at USP. According to ANEEL, the number of electric vehicles in Brazil rose 78% in 2024, and 2025 brought new developments: Santa Catarina began offering exemptions for plug-in hybrids starting in July, with a request deadline until November 15, 2025. PCDs and Professional Drivers: Rights Guaranteed in the IPVA Exemption 2025
People with disabilities (PCDs) and professional drivers, such as taxi drivers and Uber or 99 drivers, have exemption guaranteed, but they need to follow specific criteria. In São Paulo, PCD vehicles valued up to R$ 70 thousand have total exemption, and up to R$ 120 thousand, partial exemption. Attention: the deadline to renew or apply for this exemption in SP goes until December 20, 2025, according to Fazenda-SP.
“These benefits change lives, especially for those who depend on a car,” says Clara Mendes from the Association for PCD Support. For professional drivers, states like Rio Grande do Sul and Ceará accept requests until the end of 2025, provided the vehicle is registered for professional use.
How to Request Your Exemption Right Now
Don’t know if your vehicle is eligible? It’s simple: go to the portal of your state’s Finance Department, enter the Renavam and license plate, and check. For PCDs, an updated medical report and registration of the car in the name of the beneficiary or legal representative are required. In Bahia, the process is 100% online, with a response in up to 15 days, and the final deadline is October 31, 2025.
“Organize the documentation in advance to avoid rushing,” warns Luiz Ferreira, a tax attorney. For old vehicles, exemption is usually automatic, but a quick check avoids headaches. In 2025, Detran-SP has already processed 600 thousand exemption requests by June, and the demand remains high.

In addition to traditional exemptions, 2025 brought surprises. Goiás launched IPVA discounts for sustainable school transportation fleets, with registrations open until September 30, 2025.
