Itaipu Announces Bid of R$ 105 Million for Installation of Solar Energy in Public Universities in Paraná and Mato Grosso do Sul, Boosting Research, Innovation and Cost Reduction in Institutions.

Solar energy has returned to the center of national debate with the launch, by Itaipu Binacional, of a bid dedicated to the installation of photovoltaic systems in Public Higher Education and Technical Institutions (Ipes). The project, revealed in a videoconference on the company’s official channel, marks another strategic move to expand the presence of clean energy in Brazil while simultaneously strengthening academic and scientific infrastructure.

With a planned investment of R$ 105 million, the bid serves 17 federal, state, and municipal institutions, distributed across Paraná and Mato Grosso do Sul. In total, 118 campuses could be contemplated, reaching an audience of over 273,000 people.

Itaipu Seeks to Boost Solar Energy and Research in Renewables with Robust Investment

The initiative is part of the Itaipu More than Energy program, which has been expanding sustainability-related actions. Now, the company is directing resources for the installation of 116,000 square meters of photovoltaic panels — an area equivalent to 11 soccer fields, with an estimated capacity of 23.5 thousand kWp.

Additionally, part of the investment will be allocated to infrastructure, acquisition of equipment, and supplies aimed at research in renewable energy. This decision, as emphasized by the management, helps to strengthen the link between clean generation and scientific development.

From Belém, Itaipu’s Coordination Director, Carlos Carboni, detailed the distribution of funds. According to him, “of the R$ 105 million allocated in the bid, R$ 90 million is for the photovoltaic generation systems and R$ 15 million is for the acquisition of equipment and supplies for research in Renewable Energies.”

He also highlighted that Brazil is witnessing growth in clean energy but faces real challenges. “At certain times of the day, when solar [energy] comes in, we have excess energy,” he stated. Thus, one of the focuses of the bid is to encourage studies on storage, considered one of the main bottlenecks in solar generation.

Cost Reduction with Energy and Strengthening of Public Universities

Another central concern of the bid is the financial impact on institutions. The generation of solar energy will ensure a significant reduction in monthly electricity expenses. This relief, as highlighted by the Itaipu team, will allow universities to invest more in research, extension, and maintenance.

According to the director, “this will give universities the breathing room for much-needed investments in research, extension, and even in the maintenance of public facilities.”

The expectation is that the use of solar energy, combined with strengthened laboratories, will lead to advances in areas such as:

  • Battery Storage
  • Green Hydrogen
  • Smart Grids
  • Floating Systems
  • Production of Organic Cells
  • Bioenergy

These topics are already being worked on in active laboratories that will receive direct support from the bid.

Bid Prioritizes Regular Institutions and Active Research Structure

Interested institutions may submit their proposals between December 8, 2025 and March 31, 2026, with results expected by May 17. The entire process is available on Itaipu’s official portal.

But there are important requirements. To participate, institutions need to:

  • Demonstrate regularity with the MEC
  • Have an active supplier registration in the Itaipu Purchasing Portal
  • Have access to the Bússola System
  • Demonstrate financial regularity with the Binational

According to Haroldo Virgílio, manager of the Regional Interaction Department, universities with multiple campuses should centralize the proposal at the rector’s office. He explained that the evaluation flow will be continuous. “Our forecast is that from the start of registration until formalization, in 90 days we’ll have the funds secured for the institution.”

The transfers will be made by Itaipu, with mediation from the Caixa Econômica Federal.

Itaipu Reinforces Commitment to Solar Energy During Global Climate Debates

The announcement of the bid took place amid the international climate debate. Although it was not central to the event, the initiative reinforces the importance of solar energy at a time when Brazil and the world discuss strategies to reduce emissions, diversify their energy matrices, and invest in research.
