Ecorodovias Takes Over BR-101, Which Will Be Duplicated: Government and TCU Bet on Optimization Auctions to Modernize Brazilian Highways
Ecorodovias won the auction for the renewal of the BR-101/ES/BA concession, securing a massive investment of over R$ 10.37 billion over the next 24 years. The contract includes a vital stretch between Mucuri (BA) and Mimoso do Sul (ES) and places the company at the center of an ambitious modernization plan that will directly impact 26 municipalities, reinforcing the commitment to mobility, safety, and regional development.
New Round of Auctions Expands Works and Strengthens National Infrastructure
The federal government, with the approval of the Federal Court of Accounts, has been betting on an innovative model of concessions that allows the current operator to participate in new bids, provided they accept stricter targets. In the case of Ecorodovias, which already managed the stretch, the proposal was unique in the auction held on June 26, but it will require deep modernizations focusing on performance, sustainability, and user experience.
According to the Ministry of Transport, the package is part of the second round of 15 new auctions designed to revitalize the national road network, focusing on projects that add value to both cargo transportation and the lives of those who rely on the road for work, study, or access to services.

These interventions will directly benefit municipalities such as Linhares, Aracruz, João Neiva, and São Mateus, ensuring better traffic and safety conditions.
Federal Government Bets on Modern Contract Structure that Facilitates Investments
For the Minister of Transport, Renan Filho, the adopted model “represents a new cycle of concessions, with greater predictability, transparency, and efficiency.” In an interview with Correio Braziliense, he emphasized that this contractual structure guarantees higher quality works with less bureaucracy.
Economist specializing in logistics infrastructure, Cláudio Frischtak, commented to Valor Econômico that “the new concession model increases attractiveness for investors while strengthening social control over the deliverables.”
Private Investments Could Exceed R$ 300 Billion by 2030, Says BNDES
The case of BR-101 follows the example of the BR-163 concession in Mato Grosso do Sul, which was renewed for another 29 years with Motiva (formerly CCR). This was the first “optimization” auction of its kind in the country, a strategic alternative that updates old contracts with modern requirements and more ambitious performance targets.
According to the National Bank for Economic and Social Development (BNDES), this model could attract up to R$ 300 billion in private investments in infrastructure by 2030 if well implemented.
