Maceió Plans to Invest R$ 46.2 Million in Photovoltaic Plant to Reduce Public Costs and Ensure Energy Autonomy
The City Hall of Maceió announced its intention to invest R$ 46.2 million in the construction of a photovoltaic plant. The initiative will occur through a public-private partnership. The goal is to utilize solar energy to supply the buildings housing municipal secretariats and agencies.
On Monday (02), the municipal administration began a public consultation on the project. This will allow the population to learn the details, submit suggestions, clarify doubts, and provide contributions.
According to the City Hall of Maceió, the project aims to ensure energy autonomy for the municipality. The expectation is also to increase budget predictability and alleviate the costs of public accounts.

The Municipal Secretary of Strategic Actions and Metropolitan Integration (Semaemi), David Gomes, highlighted the importance of public participation in the construction of the project.
“The public consultation is an opportunity for the entire population of Maceió to actively participate in this historic project for the city. The implementation of the photovoltaic plant represents more than just an innovation; it is a commitment to sustainability, fiscal responsibility, and the modernization of public services. Our goal at the Secretary of Strategic Actions is precisely to bring dynamism, reduce costs, optimize services, and attract private investments to the municipality. And we want to do this by listening to the population, building solutions in a participatory and transparent manner,” he stated.
Residents interested in participating in the public consultation have a deadline of 30 days, ending on July 2. In addition to Maceió, other capitals in the Northeast region are also betting on solar energy projects for public buildings. The Court of Justice of Alagoas, for example, has already implemented its own photovoltaic plant.
With an investment of R$ 20 million, the plant was built in the municipality of Delmiro Gouveia, in the Sertão of Alagoas. The resources used come from the Special Fund for the Modernization of the Judiciary of Alagoas (Funjuris).
The Judiciary’s plant has the capacity to generate 5.7 megawatt-hours per year. The expectation is that the use of this energy will reduce electricity costs by 70% and generate an annual savings of R$ 4 million.
Other cities in the Northeast have also adopted similar solutions. In Recife, the City Hall implemented a photovoltaic plant in 2021 to supply the Hospital da Mulher do Recife (HMR), with 728 modules of 440 kWp. The estimated generation is 40 GWh per month.
Fortaleza and the Government of Ceará have also installed solar panels on public buildings, seeking to reduce electricity costs. In Teresina, the City Hall inaugurated a solar plant in February of this year with a total nominal power of 6.33 MWp.
The plant occupies an area of 15 hectares and uses solar tracker technology, increasing the project’s efficiency. The expected generation is 12,232 MWh per year.
During the inauguration of the plant in Teresina, Mayor Silvio Mendes highlighted the benefits of solar energy projects.
“There are many advantages for those investing in this type of project: clean energy, reduced electricity bills for consumers, job creation, and naturally a mechanism that will enter the economy, increase profitability in the private sector; it’s a business where everyone wins,” he stated.
