A Brazilian state entered the route of neoindustrialization with the arrival of a multibrand automaker that will produce electric and hybrid vehicles. With an initial investment of R$ 400 million and capacity to produce 40 thousand cars, the project promises to generate 9 thousand jobs and transform the economy of the state.
A state is about to become the epicenter of an industrial revolution in Brazil, with the establishment of an automaker that promises to transform the local economy and generate thousands of jobs.
The agreement, which involves billion-dollar figures and the production of electric and hybrid cars, marks the start of a new phase for the state, which has long sought to regain its relevance in the automotive sector. But what are the details of this venture that promises to make history?
Ceará has finally managed to attract a significant investment for the automotive sector, after years of failed attempts and a significant loss of relevance with the closure of the last automaker in the state.

More than 200 engineers and urban planners are sounding a global alarm by showing that 44 of the 50 largest coastal cities on the planet were built for a sea level that has already been surpassed, leaving drainage systems, flood barriers, tunnels, and underground networks vulnerable to increasingly frequent and expensive-to-contain floods.
Now, with an initial investment of R$ 400 million, the state is preparing to host a multibrand automotive industry in Horizonte, in the Metropolitan Region of Fortaleza.
The project, announced by Governor Elmano de Freitas and the Vice President and Minister of Industry, Geraldo Alckmin, promises to place Ceará at the forefront of electric and hybrid vehicle production in Brazil.
Multibrand Model and the Production of 40 Thousand Vehicles
According to journalist Victor Ximenes from the portal Diário do Nordeste, the new automaker will have the capacity to produce up to 40 thousand vehicles in the first phase of operations, set to begin in the first half of 2025.
This industrial plant will be pioneering in Brazil for operating under a multibrand model, already established in other international markets. This model will allow various companies in the automotive sector to produce their models in the same industrial complex, providing a diversity of options and increasing competitiveness.
Job Creation
The economic impact of this venture is undeniable. In addition to the 40 thousand vehicles expected for the first phase, the project could generate up to 9 thousand direct and indirect jobs, according to estimates from the state government.
In the initial phase, 255 direct jobs are planned, but the number is expected to grow significantly as the project progresses. According to the government, investment figures are expected to exceed billions of reais in the next phases, consolidating Ceará as a reference automotive hub in the country.
The Neoindustrialization of Ceará
According to Vice President Geraldo Alckmin, this new industrial hub will be a milestone in the neoindustrialization of Ceará, which already has competitive advantages, such as clean and renewable energy, as well as a strategic location.
The state also stands out for the quality of its education, which makes a difference in the training of the human resources that will work in the industrial complex.
This project comes alongside Mover – the Green Mobility and Innovation Program of the Federal Government, which established guidelines for the production and commercialization of new energy vehicles in Brazil, offering significant incentives for projects like this.
The Negotiation Process and the Choice of Ceará
The arrival of this automaker in Ceará is the result of a long process of prospecting and negotiations, led by Governor Elmano de Freitas and the president of the Ceará State Development Agency (Adece), Danilo Serpa.
Numerous meetings and trips, both in Brazil and abroad, were necessary to facilitate the agreement, which now places the state in a prominent position in the national industrial landscape.
One of the decisive factors for the choice of Ceará as the home of this new automotive hub was the existence of an area already prepared to accommodate the industry.
The land, located in Horizonte, where the Troller factory used to operate, was ceded by Adece to Comexport, the company responsible for the venture, under a loan agreement. This area already has the necessary infrastructure for the installation of the new automaker, which facilitates and accelerates the process of building the factory.
