The Social Progress Index Brazil 2026 analyzed the 5,570 municipalities in the country based on 57 indicators.
These data are divided into three major areas: basic human needs, foundations of well-being, and opportunities.
In practice, the survey observes topics such as health, sanitation, housing, access to services, education, safety, connectivity, and environmental conditions. These factors help measure quality of life more broadly.
João Pessoa stood out for achieving good results in areas related to housing, urban services, digital connection, and environmental balance.
The city is also associated with a valued coastline and a well-evaluated urban model compared to other capitals in the region.

Natal, Aracaju, Teresina, and São Luís complete the list
Among the northeastern capitals, Natal ranked second, with 66.82 points. Next are Aracaju, with 66.35, Teresina, with 66.02, and São Luís, with 65.64.
These cities complete the group of the five best-rated capitals in the Northeast in the survey. The comparison shows significant internal differences between capitals in the same region, especially in indicators related to urban well-being.
Fernando de Noronha leads among municipalities in the Northeast
When considering all northeastern municipalities, not just the capitals, Fernando de Noronha appears with the highest score, reaching 71.75 points.
Even so, João Pessoa gains relevance in the urban debate for being a capital and concentrating characteristics of a larger city.
