The Government of Mato Grosso do Sul Met This Monday (6) with the Ministry of Foreign Affairs to Discuss an Addendum to the Brazil-Paraguay Agreement.
The goal is to enable tax exemptions and facilitate the migration of workers to allow the completion of the bridge works over the Paraguay River, connecting Porto Murtinho (Brazil) to the Paraguayan city of Carmelo Peralta, on the planned schedule.
The meeting in Brasília was held to discuss the international bridge works at the border between the two countries. Secretary Jaime Verruck from Semadesc (Secretariat of the Environment, Development, Science, and Technology) represented the Government of Mato Grosso do Sul.
Minister João Carlos Parkinson de Castro and Minister Daniel Falcon Lins from the Division of Bolivia, Ecuador, Paraguay, and Peru of the Ministry of Foreign Affairs were also present. Additionally, Alberto Zouvi, Legislative Consultant of the Federal Senate; Evandro Daltro, representing the binational consortium PIBRA; Enio Motta Junior, federal tax auditor and Deputy Superintendent of the Federal Revenue in the 1st Tax Region; and consultants from the Federal Senate also participated in the meeting.

Government Announces New Bridge Connecting Mato Grosso do Sul
During the meeting, issues related to the international bridge works between Brazil and Paraguay were discussed. Secretary Jaime Verruck proposed an addendum addressing tax and migration issues. The facilitation of migration between Brazilians and Paraguayans is necessary for the construction of the bridge, as well as tax exemptions on inputs for construction on the Brazilian side.
This proposal would allow for the absorption of the workforce from Porto Murtinho and facilitate the development of this project. The Ministry of Foreign Affairs of Brazil and Paraguay are finalizing an international agreement for the construction of a bridge between the two countries. The text was defined by the parties involved and forwarded to the Federal Senate for approval.
The bridge will aim to facilitate economic integration between the two countries, benefiting both social development and economic growth. The bioceanic connection, a priority project of Governor Eduardo Riedel, includes the construction of the bridge over the Paraguay River and the road access to it. The addendum for the necessary funding is in the approval process, and the works are already 17% complete. Secretary Jaime Verruck reported that there is a proposal for tax retroactivity to ensure the completion schedule is met.
Bridge over the Paraguay River
The bridge over the Paraguay River is essential for enabling the Bioceanic Route, a 2,396-kilometer road route connecting the Atlantic and Pacific ports, passing through Brazil, Paraguay, and Argentina. The project is financed by the Itaipu Binational, amounting to 616,836 million guaraníes (approximately US$ 90 million) and will have an approximate length of 1,293 meters. About 180 workers are involved in the construction of the bridge.
