Military cooperation between Paraguay and the United States has advanced following the Paraguayan Senate’s authorization for the entry of American troops until July 2026 and the confirmation of the transfer of armored vehicles, relevant measures to combat organized crime.
Legislative Authorizations and Defined Schedule
In legislative terms, the Paraguayan Senate approved the entry of US military personnel with weapons and equipment, expanding operational and institutional cooperation.
Included are the SFOD-A 751 team from the 7th Special Forces Group, consisting of 11 members, and the Civil Affairs team 823, with four members.

The operation will occur alongside Argentina’s Task Forces within the UNFICYP mission of the United Nations in Cyprus.
This measure reinforces Paraguay’s engagement in multilateral operations and expands the operational experience of its military personnel.
Modernization With American Armored Vehicles
Meanwhile, the Paraguayan Army is preparing to receive its first Oshkosh M-ATV 4×4 armored vehicles transferred by the United States.
The incorporation occurs through the Excess Defense Articles program and is part of a modernization process spanning recent decades.
According to the Zona Militar website, the plan involves two phases focused on updating administrative and tactical resources.
The Army Chief, General Manuel Rodríguez, highlighted that the strategy includes the incorporation of over 150 new and refurbished vehicles.
Among them are buses, utility vehicles, cargo trucks, and armored vehicles, enhancing the logistical and operational capacity of the ground force.
Currently, the Army operates EE-9 Cascavel and EE-11 Urutu armored vehicles of Brazilian origin, used for decades in mechanized units.
The initial addition of 20 M-ATVs is expected to strengthen operations against organized crime and troop mobility in hostile environments.
The Oshkosh M-ATV is a 14-ton, 4×4 vehicle with a range of up to 500 kilometers and capacity for five equipped military personnel.
The model accommodates various weapon systems and offers increased protection against mines and ambushes, as well as mobility in difficult terrains.
Diplomatic Agreements and Regional Guidelines
Cooperation has been strengthened with the signing of an agreement between Rubén Ramírez Lezcano and Marco Rubio, establishing joint guidelines.
The agreement defines coordinated efforts in combatting organized crime and drug trafficking, strengthening regional coordination and recent precedents of this partnership.
