Petrobras Announced, on 11/05, the Signing of a Contract with Replan for the Construction of a New Diesel Treatment Plant
Petrobras signed a contract for the construction of a new diesel treatment plant at Replan with the Toyo Setal HDT Paulínia Consortium, which is formed by the companies TSE and Toyo. The new diesel treatment unit will be located at Replan (Paulínia Refinery). The investment required for the construction of the new diesel treatment unit – a product that underwent a recent price adjustment – at Replan will be approximately US$ 458 million, and the plant’s operational startup is scheduled for 2025.
According to the website broadcast.com.br, Petrobras states that the construction operation of the new diesel treatment plant at Replan is aligned with the investments planned in the Strategic Plan 2022-2026. In this context, Replan will be able to expand its production of Diesel S-10 by 63,000 bpd and aviation kerosene by 12,500 bpd, aiming to meet the specifications and quantities demanded by the sector. All diesel produced at the Replan oil refinery will have a low sulfur content.
Petrobras, as representatives of the company state, continues to focus heavily on improving energy efficiency and reducing greenhouse gas emissions, adapting partner refineries and preparing to remain competitive. In the next five years, Petrobras plans investments of about US$ 6.1 billion in refining, aiming to expand refining capacity and position Replan refineries among the best in the world in efficiency and operational performance.

Meet Replan
Replan was inaugurated in May 1972 and is the largest refinery in Brazil in terms of processing capacity for petroleum derivatives, with a capacity of 434,000 bpd. In addition to diesel oil, the refinery produces gasoline, aviation kerosene, asphalts, LPG, propylene, and other petroleum derivatives.
New jobs will be created with the new diesel treatment unit.
Petrobras stated that with the construction of the new diesel treatment unit at Replan, a large number of jobs will be generated initially for building the unit. In the near future, when the new diesel treatment unit is operational, Petrobras will need operational labor, requiring people to work on the maintenance and upkeep of the new Petrobras unit at Replan. Currently, Replan employs a total of 3,300 people, including permanent and contracted workers.
Petrobras’ New Unit Will Focus on Diesel Treatment
The new diesel treatment unit at Replan envisioned by Petrobras will focus on hydrocracking diesel (HDT), an activity that generates hydrogen from a furnace at approximately 1,300 degrees and 130 tons of daily steam to remove contaminants from diesel, such as sulfur, and reduce environmental impacts.
Diesel S-10 is a fuel with low sulfur content compared to Diesel S-500. With the unit planned by Petrobras, about 10 million liters of diesel will be produced per day, according to Replan.
The new treatment unit will add to the operating structure and will increase diesel production capacity at Replan to 34,000 m³/day. This advancement in fuel production will also allow for increased production of aviation kerosene (QAV).
Petrobras is Also Investing in Artificial Intelligence
In addition to the investments made by Petrobras in the new diesel treatment unit, another US$ 90 million will also be invested by Petrobras at Replan focusing on artificial intelligence, improved energy efficiency, and increased operational availability. The program to be invested in is called RefTOP. The total investment made by Petrobras, from the new plant at Replan to RefTOP, exceeds US$ 500 million.
The investments made, according to representatives from Petrobras, are primarily aimed at achieving greater efficiency in operations, considering energy and operational aspects, and also ensuring greater confidence in the operations performed by Petrobras treatment units.
An example of investments in artificial intelligence made by Petrobras is the use of monitoring sensors that improve the performance of gas flares, one of the stages of the treatment and production units, and also the use of drones to carry out tasks with a greater focus on worker safety, such as the maintenance of towers.
As Rogério Daisson, general manager of Replan, comments: “One of the focuses of RefTOP is to become comparably among the best in the world in terms of energy performance.” Considering other refineries in Brazil, the total investment in this program made by Petrobras will be US$ 300 million.
