Petrobras has taken a strategic step toward a low-carbon economy. The company has initiated the bidding process to build its first dedicated plant for renewable diesel (HVO) and BioQAV, an essential component for sustainable aviation fuel (SAF). The new and modern industrial unit will be installed at the Presidente Bernardes Refinery (RPBC) in Cubatão, São Paulo.
New Petrobras Plant in Cubatão Will Focus on Sustainable Fuels
Petrobras is reinforcing its pioneering role in the energy sector. The project aims to build a plant focused exclusively on advanced biofuels. This will be the first unit of Petrobras fully dedicated to the production of BioQAV, also known as Synthetic Blend Component, and 100% renewable diesel, HVO (Hydrotreated Vegetable Oil).
Production Capacity and Raw Materials of the Petrobras Project
The Petrobras project has impressive figures. The new plant will have the capacity to process approximately 950,000 tons per year of raw materials of plant origin and animal fat. This operation will result in a production capacity of up to 16,000 barrels per day (bpd) of renewable fuels. For this, new storage tanks will be installed for inputs such as soy oil and animal fat, primarily sourced from the Midwest, South, and Southeast regions.

Timeline and Job Creation in Petrobras’ New Venture
The planning of Petrobras already has defined dates. The expectation is that contracts will be signed in the second half of 2026, with the start of construction scheduled for the end of the same year. The venture will have a strong socioeconomic impact in the region, generating approximately three thousand direct jobs for the execution of the works. To streamline the process, the project has been divided into five contracting packages.
A Milestone in Sustainable Development for Petrobras
The board of Petrobras sees the initiative as a turning point. “Petrobras is advancing in pioneering and the ability to develop solutions that contribute to emission reduction goals,” said Renata Baruzzi, Director of Engineering, Technology, and Innovation. She believes that the dedicated plant and the offering of these new products to the market will be “a milestone in sustainable development” for the company. The first package of the bidding process, which is already open, focuses on the pre-treatment unit, a crucial step to remove impurities from the raw material.
