Petrobras Leads The 5th Cycle Of The Permanent Offering With Three Blocks In The Pelotas Basin. Auction Reinforces Interest In The Region And Expands Investment Expectations In The Oil Sector.
In the most recent auction of the 5th Cycle of the Permanent Offering, held last Tuesday (17) in Rio de Janeiro, Petrobras stood out by acquiring three strategic blocks in the Pelotas Basin. The state company takes the lead as the operator with a 70% stake, in partnership with Petrogal, which completes the consortium with 30%.
The expectation is for an initial investment of R$ 84 million in exploratory activities, in addition to a signing bonus that totaled R$ 11.4 million.
Low Participation In Other Basins Marks The Event
Despite the interest shown in the Pelotas Basin, other regions did not perform as well.

The blocks in the Potiguar Basin, for example, received no bids during the auction, even though they were part of the five sedimentary basins offered: Foz do Amazonas, Parecis, Potiguar, Santos, and Pelotas.
The public session featured the active participation of 12 companies that submitted declarations of interest with bid guarantees.
In total, 31 companies were qualified to compete for the blocks, reinforcing the strategic importance of the Pelotas Basin within the national scenario.

The 5th Cycle Of The Permanent Offering is an initiative of the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) aimed at making the process of granting blocks for oil and gas exploration more dynamic.
The significant difference compared to traditional rounds lies in flexibility: the blocks are permanently available, allowing companies to make bids according to their strategic planning.
The modality includes two formats: Permanent Concession Offer (OPC) and Permanent Production Sharing Offer (OPP), each with its specific contract details.
This model has been essential to attract new investments, increase competitiveness, and ensure greater predictability for the sector.

Located in the far south of the Brazilian coast, the Pelotas Basin has been consolidating as a promising frontier for the oil and gas industry.
Petrobras’ victory in the auction of the 5th Cycle Of The Permanent Offering reinforces confidence in the geological potential of the region and signals a new cycle of investments in the segment.
With exploration planned for the blocks P-M-1670, P-M-1672, and P-M-1741, it is expected that the Pelotas Basin will play a strategic role in the coming years, contributing to the strengthening of the national energy matrix.
