The American Company Offered for Petrobras’ LNG Terminal in Bahia About R$ 3 Million Per Month, or a Total of R$ 92.142 Million Over 30 Months
Petrobras removed Excelerate Energy from the bidding process for the lease of the liquefied natural gas (LNG) terminal in Bahia, TR-BA. The stated reason was noncompliance with the bidding notice. The American company was the only one to submit a proposal in this second attempt by Petrobras to lease the terminal.

The Petrobras bidding commission understood that noncompliance with the bidding notice regarding the LNG terminal in Bahia occurred due to the inclusion of conditions in the pricing sheet presented in the commercial proposal, which was not foreseen in the competition rules.
In the proposal, the American company had offered to pay about R$ 3 million per month, or a total of R$ 92.142 million over 30 months.

Petrobras had already anticipated the problem in the minutes of the bidding for the LNG terminal in Bahia, stating, “Petrobras will evaluate the information presented and will position itself through a circular,” the document said.
Excelerate Energy Has a Charter Contract with Petrobras
Based in Texas (USA), Excelerate Energy supplies and operates floating LNG regasification units. In Brazil, the company has a charter contract with Petrobras for the FRSU Experience, installed at the Bay of Guanabara terminal in Rio de Janeiro.
Currently, the LNG terminal in Bahia (TR-BA) has an authorized capacity to regasify 20 million m³/day of natural gas. Located in the Bay of All Saints in Salvador, it is connected to the natural gas transportation network.
The lease includes the waterway infrastructure, a 45-kilometer pipeline starting from Salvador – Bahia, passing through the municipalities of São Francisco do Conde, Candeias, and São Sebastião do Passé, as well as utilities for local electricity generation and supply located at the Madre de Deus Terminal.
This is the second bidding process for the TR-BA. In the previous bidding, Petrobras ended up disqualifying the proposal submitted by Golar Power after changing the Integrity Risk Grade (GRI) of the company.
