Singapore, Known for Its High Development, Faces Territorial and Water Supply Limitations. The Construction of Concrete Cofferdams in the Ocean Is an Innovative Solution to Expand Its Territory and Improve Water Management.
Singapore, located in Southeast Asia, is famous for its high economic development and its ninth highest Human Development Index (HDI) in the world. However, the nation faces serious territorial and water supply limitations. To address these challenges, Singapore is investing in an innovative megaproject: the construction of concrete cofferdams in the ocean.
The project involves the creation of more than 130 concrete blocks, each as tall as a 10-story building. These blocks are being positioned at the Tuas mega-port, located in the Indian Ocean, with the aim of expanding Singapore’s territory. In total, there will be 227 blocks, forming a wall 9.1 km long and creating a new area of dry land where there was previously only ocean.
This Project Is Part of Singapore’s Ongoing Efforts to Improve Its Water Resources Management
Despite having one of the highest annual rainfall rates in the world, Singapore heavily depends on water imports from Malaysia. To reduce this dependency, the country has been investing in advanced technologies to capture and treat seawater and wastewater, turning it into drinking water.

While Saudi Arabia and Qatar are already closing a 300-kilometer-per-hour bullet train to connect the capitals in two years, Brazil is still at the stage of auctioning the first freight railway that should actually come to fruition.
The concrete cofferdams of the Tuas mega-port not only expand the territory but also provide additional space for the mega-port, which is crucial for the region’s maritime economy. The Tuas mega-port project, inaugurated in 2022, aims to increase Singapore’s port capacity fivefold and inject US$ 4.5 billion into the economy by 2025.
The Construction of These Concrete Cofferdams Is an Impressive Engineering Feat
Each block measures 29 meters high, 20 meters wide, and 40 meters long, weighing 15,000 tons. The manufacturing of these blocks involves a complex molding and moving process, carried out by a team of 800 workers in daily 12-hour shifts.
In addition to expanding the territory, the concrete cofferdams also help with water management, creating potential space for the capture and treatment of natural resources. This project is an example of how the union of technology and civil engineering can provide innovative solutions to environmental and economic challenges.
Singapore Aims to Achieve Water Resource Self-Sufficiency by 2061, with Projects Like This Playing a Crucial Role
Currently, about 30% of the demand for drinking water is met internally, and the goal is to increase that number to 55% by 2050. Although the project faces challenges and controversies, such as environmental concerns and high costs, Singapore’s determination to find innovative solutions for its natural limitations is evident. The construction of the concrete cofferdams in the Indian Ocean is proof of how technology can help overcome obstacles and ensure a sustainable future for the nation.
