The Commission On Administration And Public Service Of The Chamber Of Deputies Approved, In December, Bill 3705/25, Which Requires Biometric Confirmation For Consigned Credit Operations Of Federal Employees, Covering New Loans, Refinancings, And Portabilities, With A Focus On Increasing The Security And Control Of Authorizations.

Mandatory Biometric Confirmation In Credit Operations

The Bill Establishes That The Hiring Of Consigned Loans By Federal Public Employees Can Only Occur With Biometric Confirmation Of The Account Holder.

The Requirement Applies To Both New Contracts And Existing Refinancings And Portability Processes.

The Measure Aims To Ensure That Only The Employee Himself Can Authorize Financial Transactions Conducted With Automatic Deductions From Payroll, Reducing The Risks Of Fraud And Unauthorized Contracts In His Name.

Validation In Official Bases Of The Federal Government

The Reporter Of The Proposal, Deputy Duda Ramos (MDB-RR), Agreed With The Arguments Presented By The Bill’s Author, Deputy Romero Rodrigues (Pode-PB), And Pointed Out As A Central Element The Requirement For Biometric Validation On Platforms Connected To Federal Government Bases.

According To The Reporter, This Requirement Represents The Core Of The Administrative Innovation Of The Text, Preventing Identity Verification From Being Just An Internal Procedure Of Financial Institutions, Without Cross-Referencing With Official Records.

Standardization, Public Control, And Audit

According To Duda Ramos, The Proposal Replaces A Decentralized Model, In Which Each Financial Institution Applies Its Own Security Standards, With A Centralized, Auditable System Under The Control Of Public Authorities, Using Secure Official Bases.

The Deputy Highlighted That This Model Increases The Reliability Of Operations And Strengthens State Control Over Sensitive Processes Involving Personal Data And Authorizations Financial Of Employees, Even In Refinanced Or Ported Operations.

The Approved Text Amends Law 14.509/22 And Is Being Processed On A Conclusive Basis In The Chamber Of Deputies. The Proposal Will Still Be Analyzed By The Committees Of Finance And Taxation, And Of Constitution, Justice And Citizenship.

To Become Law, The Bill Needs To Be Approved By The Chamber And The Senate. After These Steps, The Rule Will Apply To All Consigned Credit Contracts Of Federal Employees, As Provided In The Approved Text.
