Reports from ANP and the Federal Revenue Service Indicate That Cargo Imported by Refit, Presented as Oil and Naphtha, Was Actually Pure Automotive Gasoline, Raising Suspicions of Fraud.
A new chapter involving Refit, a refinery located in Manguinhos (RJ), has brought to light suspicions of irregularities in fuel imports, as reported this Friday, 03. Reports from the National Petroleum Agency (ANP) confirmed that cargo brought to Brazil by the company, classified as condensate and naphtha, would actually be pure automotive gasoline.
The discovery occurred after a seizure conducted by the Federal Revenue Service at the Port of Rio de Janeiro. The cargo arrived on September 19 and 22, transported by the vessels Oinoussian Star and Madelyngrace. Shortly after unloading, the products were inspected, and samples were sent for analysis.
Federal Revenue Service Opens Forfeiture Process Against the Company
According to tax auditors, the operation culminated in the opening of a process of “forfeiture” of the cargo, as Refit would have simulated the importation of inputs for refining, when in practice, it was bringing finished product. This procedure is considered tax and regulatory fraud, as the company would fail to meet requirements imposed on refineries that operate in the transformation of oil into derivatives, such as gasoline and diesel.

According to technicians from the Federal Revenue Service, the ANP’s interdiction, carried out the previous week, was the result of continuous monitoring of the cargo entering and leaving the company’s facilities.
Refit Disputes Analyses and Claims That Product Cannot Be Classified as Gasoline
The company, however, denies the official conclusions. In a statement, Refit claimed that “the reports presented by the ANP disregard mandatory parameters set forth in the agency’s own resolutions (No. 807/2020 and No. 988/2025) to characterize a product as automotive gasoline.”
According to the refinery, the analysis was limited to the distillation curve, without assessing factors such as octane, hydrocarbon limits, and density. “It is unacceptable that technical analyses conducted by the regulatory agency itself ignore parameters required by current legislation,” said the company.
Refit stated that it would technically contest the reports, both in the ANP’s administrative process and in other instances. Meanwhile, the case remains under investigation, keeping the Brazilian oil and gasoline market on alert.
