What is IPVA and Why Can So Many People Not Pay?
The IPVA is an annual fee that every owner of a motor vehicle must pay. It is calculated based on the market value of the vehicle, and often, this value can be quite high, especially for those who own more than one car or are going through financial difficulties.

According to a survey conducted by Serasa in partnership with Zepay, more than 40% of Brazilians cannot pay their IPVA on time. This number corresponds to more than 16 million people across the country. And in São Paulo, one of the states with the highest number of vehicles in Brazil, the situation is no different.
Considering this, the São Paulo government, under Tarcísio’s leadership, decided to create a program to help these people get their finances on track, without the pressure of accumulated fines and interest.
Know How the New Traffic Law with IPVA Discount Works
The new traffic law, sanctioned by Tarcísio, brings relief to those who have overdue IPVA. The ‘Acordo Paulista IPVA’ program allows drivers to receive discounts of up to 100% on fines and interest on the tax. In other words, the original IPVA amount still needs to be paid, but without the burden of accumulated penalties, which already makes a big difference in the wallet.
In addition to the discount, the government also offers a very accessible installment plan. Drivers can pay off their debts in up to 60 installments, as long as the minimum amount of each installment is R$ 70.72. This means that even those with higher debts can pay them off gradually without straining their budget.
Who Can Participate in the IPVA Discount Program?
The ‘Acordo Paulista IPVA’ program is open to individuals and legal entities with accumulated IPVA debts. However, there are some conditions that must be met for drivers to benefit from the program:
- The debtor cannot have participated in a similar agreement in the last two years;
- The debts cannot exceed the amount of R$ 42,432;
- Enrollment for the program goes until December 20.
If you meet these requirements, you can enroll in the program and start regularizing your IPVA debts.
How to Enroll in the IPVA Installment Program?
If you are interested in enrolling in the ‘Acordo Paulista IPVA’, the good news is that the process is quite simple. Enrollment started on September 25 and goes until December 20. During this period, drivers can register and choose the installment plan that best fits their budget.
It’s worth remembering that, to join the program, the total debt amount cannot exceed R$ 42,432. Furthermore, the 100% discount on fines and interest will only be applied if the driver keeps up with the installment payments. Otherwise, the agreement may be canceled, and the debt will be charged again with all fees.
What Happens If I Do Not Pay IPVA?
Now, if you are wondering what happens if you do not pay your IPVA in 2024, the answer is simple: in addition to interest and fines, your name may be registered in the state active debt. This means that besides owing the tax, you may face issues obtaining credit, securing financing, or even opening a bank account.
Failing to pay the IPVA can also result in the seizure of your vehicle if you are stopped at a checkpoint. Regularization of IPVA is a mandatory requirement to license the car, and without timely licensing, the vehicle cannot legally circulate.
Benefits of the New Traffic Law for the Driver
Governor Tarcísio’s initiative with this new traffic law brings many benefits to drivers who have overdue IPVA. The discount on IPVA is a great opportunity to regularize the situation without the burden of fines and interest, which often can double the original debt amount.
Moreover, the installment option of up to 60 times provides a real chance for settlement without compromising the monthly budget. It is an accessible solution that can make all the difference for those who are facing overdue IPVA and are concerned about encountering legal or financial problems.
If you own a vehicle in São Paulo and have overdue IPVA, the ‘Acordo Paulista IPVA’ program is an excellent opportunity to get your finances in order.
