The situation of the abandoned building in João Pessoa in the most expensive square meter area became urgent after serious risks to the population were identified. The construction, which began in the 1990s, was never completed and today threatens about 200 families living in the surrounding area.
In addition to being abandoned, the site has improvised electrical installations and structural instability, which increases the danger of collapse. Some families occupy the interior of the building, which further aggravates the situation.

The plan requires the João Pessoa City Hall to present, within 30 days, a detailed project with strategies for evacuation and isolation of the area.
The complete demolition must occur within 60 days, with technical supervision to ensure safety during the process.
Resident registration and rent assistance are part of the measure
The action also includes measures aimed at the residents of the region. A complete survey of the families must be carried out within 45 days, identifying who lives in the risk area.
The proposal includes granting rent assistance, offering a temporary housing alternative for those who need to leave the site.
The presence of families inside the building reinforces the need for a rapid response to prevent accidents.
Area could become social housing and public spaces
The Federal Public Ministry, a federal government body responsible for upholding the law, also establishes a plan for the future of the land. Within 90 days, a land use and occupation project must be presented.
The idea is to prioritize social interest housing, in addition to creating spaces for health, leisure, and basic infrastructure.

This change seeks to transform an abandoned area into a useful space for the population.
Decision had direct community participation
The demolition proposal was developed with the participation of local residents. Workshops and meetings helped to determine the best future for the building.
Institutions such as the Institute of Architects of Brazil in Paraíba, the Federal University of Paraíba, and the Federal Public Defender’s Office participated in the process.
Prosecutor José Godoy highlighted the importance of popular participation, stating: “The people are subjects of rights, not objects of public policy.”
Case marks a new form of joint action in the state
The action represents the first result of an agreement signed between the Federal Public Ministry and the Government of Paraíba. The objective is to develop practices focused on human rights.
The work involves different public and academic institutions, combining technical knowledge and legal action to solve urban problems.
This model could pave the way for similar solutions in other cities.
