State Minimum Wage Values for Paraná in 2026
To define the new values, CETER organized the regional wage into four distinct groups, taking into account the nature of the activities performed.
In Group I, which covers agricultural, forestry, and fishing workers, the minimum monthly amount was established at R$ 2,105.34.
Group II includes occupations related to administrative services, commerce, repair, and maintenance, with a minimum wage defined at R$ 2,181.63.
Group III gathers professionals from the production of goods and industrial services, a segment for which the state minimum wage was set at R$ 2,250.04.
Finally, Group IV, intended for mid-level technicians, reaches R$ 2,407.90, consolidating the highest range of the Paraná regional wage.
According to the state government, all approved values will be valid from January 1 to December 31, 2026.
Who is Entitled to the Paraná Regional Wage

The state minimum wage serves as a mandatory reference only in specific situations.
It applies when there is no salary floor defined by federal legislation or by collective bargaining instruments.
In cases where unions and employers enter into agreements or conventions with their own values, those floors continue to prevail.
Similarly, categories with minimum wages established by specific laws are not automatically covered by the regional wage.
Thus, the state value acts as a minimum base for labor relations that would otherwise lack a legal remuneration parameter.
Why is the Minimum Wage of Paraná Higher than the National Minimum Wage
The definition of the values considered technical criteria provided in state legislation.
Among the main indicators used is the National Consumer Price Index (INPC), calculated by the Brazilian Institute of Geography and Statistics (IBGE).

The first step is the publication of the resolution in the State Official Gazette.
Next, the government prepares a draft of a regulatory decree, which is sent to the Civil House.
Only after the completion of these steps does the wage attain legal validity and can be applied throughout the state.
The resolution also provides for the possibility of reevaluation of the values in case the national minimum wage undergoes further adjustments throughout 2026.

For the Secretary of State for Labor, Qualification, and Income, Do Carmo, the result reflects the dialogue among the different sectors represented in the council.
“This is a clear example of how dialogue among government, workers, and employers generates concrete results. The minimum wage of Paraná is the result of a collective construction that respects the economic reality and, at the same time, protects the worker.”
In the assessment of CETER President Luiz Roberto Romano, the council plays a strategic role in formulating the state’s wage policy.
“The Council is a permanent space for negotiation and collective construction, where different interests meet to reach a consensus that benefits the entirety of Paraná society.”
Relationship Between the State Minimum Wage and the National Minimum Wage
At the federal level, the minimum wage follows its own adjustment rule.
The calculation combines the accumulated inflation over 12 months, measured by the INPC, with a real growth component linked to the Gross Domestic Product.
Since the implementation of the new fiscal framework, this real gain has been limited to 2.5% above inflation.
This model directly influences the value of the national wage. At the same time, it serves as a reference for states that adopt regional minimum wages.
