A New Offshore Wind Power Plant Is Coming to Ceará and Will Feature One of the Largest Wind Turbines in the World
The project for the installation of the first offshore wind power plant in Ceará is under analysis by Ibama in Brasília. The offshore wind power plant, located on the coast of Caucaia in the Metropolitan Region of Fortaleza in Ceará, will produce 600 MW and will use metal towers 150 meters high from sea level and wind turbines with power ranging between 13 MW and 15 MW, depending on the manufacturer.

The offshore wind power plant project was created by the company BI Participações e Investimentos (BIPI) and has already been brought to the attention of the Minister of Mines and Energy, Bento Gonçalves.

The chairman of BIPI is Michele Rafa, and their representative in Ceará is Engineer Lúcio Bonfim who, according to him, is currently developing the executive project for the venture.
The Decennial Energy Expansion Plan (PDE), prepared by the Energy Research Company (EPE), already mentions the possibility of the state hosting the first offshore wind power plant.
Bonfim also states that the installation costs of the offshore wind power plant in Caucaia will be much lower than those recorded in European projects, because in Europe, there are strong gusts of wind, which require more advanced and expensive technology for the installation of towers on the seabed and wind turbines 150 meters above the water line.
“Moreover, the sea depth in the regions of Europe where offshore wind farms are installed varies from 80 to 150 meters; here on the state’s coast, this depth ranges from 10 to 17 meters, which significantly reduces the installation cost of towers and wind turbines,” explained Lúcio Bonfim.
Transportation of Generated Energy
The transportation of generated energy will be via a LP to be implemented by the entrepreneurs, who will also install a substation that will connect it to the Pecém II substation of Chesf.
Lúcio also clarified that “each of the wind turbines will have its underwater transmission line, connecting to our substation near the beach.” He revealed that the legislation governing wind project regulation makes no distinction between offshore and onshore ventures.
