- Full transparency in the custody of cryptoassets, preventing customers’ funds from being misused;
- Compliance mechanisms and anti-money laundering (AML/CFT), following standards similar to those applied to banks and traditional brokers;
- Possible creation of a investor protection fund, inspired by the FGC (Credit Guarantee Fund), although still under discussion.
In practice, this means that cryptocurrency exchanges will have to adopt the governance model of traditional financial institutions, with much more obligations and operational costs.
The Direct Impact on Investors
For those investing in Bitcoin, the main consequence will be greater legal security. Today, many Brazilians invest with brokers without any guarantee that their funds are protected.
Cases of exchanges closing their doors and disappearing with customers’ money have become common, leaving thousands of people at a loss.
With the oversight of the Central Bank, investors will have:
- Guarantee that the exchange is registered and audited;
- Access to information about the company’s liquidity and solvency;
- Protection against fraudulent schemes and pyramid schemes disguised as investment in cryptocurrencies.

Criticism of the Regulation
Despite the positive reception, there is criticism in the sector. Some analysts fear that excessively strict rules will increase costs for exchanges, leading to market concentration in a few large companies and suffocating innovative startups.
Another risk pointed out is the migration of investors to the informal market. If the requirements are too burdensome, part of the public may prefer to use foreign platforms without registration in Brazil, operating in parallel and without oversight.

The first norms should be published in the second half of 2025. The process will include an adaptation period for exchanges already in operation, with deadlines that may vary between 6 and 12 months for compliance.
