Change prevents immediate disconnection from the social program while INSS analyzes the request for Continuous Cash Benefit
A new federal government rule came into effect last Tuesday, June 2, and began to change the routine of families enrolled in Bolsa Família who wish to apply for the Continuous Cash Benefit, known as BPC. The measure allows these beneficiaries to remain in the social program while the request is analyzed by INSS, avoiding immediate disconnection before the final decision. The change was defined after an agreement between the Ministry of Development and Social Assistance, the National Institute of Social Security, the Attorney General’s Office, and the Public Defender’s Office. As a result, leaving Bolsa Família will only occur after the process is concluded and only if the BPC is granted.
Revision of rules creates transition for vulnerable families
The change creates a transition period to prevent low-income families from being left without protection during the analysis of the assistance benefit. The adjustment occurs because the amount paid by Bolsa Família is now considered in the calculation of family income used to assess the granting of the BPC. Previously, this amount was not included in this calculation, which made the process different for those who accumulated enrollment in the social program and the request for the assistance benefit. Now, even when family income exceeds the allowed limit considering Bolsa Família, the request can continue to be analyzed until the final decision.
New rules reorganize BPC criteria
The changes are part of a set of adjustments adopted by the government to expand control over the granting of the BPC and, at the same time, ensure greater social protection. Among the main points are the revision of income criteria and the mandatory periodic update of beneficiaries’ registration. The legislation also now better details which values are included in the calculation of family income, considering the earnings of members living in the same house. Nevertheless, the text allows more than one person in the family to receive the benefit, provided each meets the requirements individually.

Another aspect of the new rules aims to prevent abrupt cuts in the income of families in vulnerable situations. Recent regulations allow the continuation of the benefit even in cases of fluctuations in family income, such as when a member gets a new job. This provision offers more security for those who depend on the BPC and reduces uncertainty during temporary changes in household budgets. Thus, the government tries to balance registration control, income analysis, and protection for those who depend on assistance programs.
Who can apply for the Continuous Cash Benefit
To access the BPC, the applicant must live in Brazil, be registered in the Cadastro Único, and have a family income of up to a quarter of the minimum wage per person. The benefit is intended for seniors aged 65 or older and people with disabilities, provided the condition is verified by a biopsychosocial assessment. Additionally, the citizen must have biometric registration in the National Identity Card, known as CIN. These criteria are analyzed during the process conducted by the INSS.
Application can be made through Meu INSS
The BPC application can be made through the Meu INSS website or app, as well as by calling 135. In the case of people with disabilities, the process requires a medical and social evaluation by the INSS before the decision on the grant.
