International Initiative Launched During the UN Ocean Conference Seeks to Integrate Marine Protection into Global Climate Goals to Be Presented at COP30 in Belém.
Brazil, in partnership with France, launched a bold international initiative this Monday (9/6). The proposal, presented at the United Nations Ocean Conference (UNOC) in Nice, France, suggests among its objectives the “gradual elimination of oil and gas production” offshore. The project invites nations to include ocean defense in their climate commitments.
The Blue NDC Challenge and the Future of Oil and Gas
The so-called “Blue NDC Challenge” is an invitation for countries to establish clear goals for ocean protection, which directly affects oil and gas exploration, within their Nationally Determined Contributions (NDCs). These NDCs are the climate commitments that each nation will present at COP30, to be held in Belém (PA), marking a decade of the Paris Agreement.
“With this initiative, Brazil seeks to advance international cooperation for ocean climate action towards the COP30,” stated Marina Silva, Brazil’s Minister of the Environment and Climate Change. She emphasized the need for all countries to integrate the ocean into their national strategies.

Commitments for Marine Protection
Countries that join the challenge commit to important goals. One of the most significant is the possibility of “gradually eliminating offshore oil and gas production.” The agreement also promotes the expansion of clean ocean energies, such as offshore wind and wave and tidal energy.
However, the document emphasizes that the adoption of these policies will occur “according to their national context.” Other anticipated actions include the conservation of ecosystems such as mangroves and corals, reducing emissions from maritime transport, and supporting sustainable fishing. The minister highlighted that Brazil has already included actions such as Marine Spatial Planning and conservation programs in its NDC.
The Contrast in Brazilian Policy on Oil and Gas
The proposal to abandon fossil fuel exploration at sea creates a direct contrast with other actions of the Brazilian government. Marina Silva’s initiative comes at the same time that the country announces auctions for new oil and gas blocks in the pre-salt. Additionally, there is intense debate over expanding new exploration frontiers, such as the Equatorial Margin.
Broad Support from Nations and Environmentalists
The initiative was positively received by environmental organizations. The Blue NDC Challenge has the support of Ocean Conservancy, the Ocean & Climate Platform, the World Resources Institute (WRI), and endorsement from WWF-Brasil. “It is a way to turn the ambition of Paris into action in Belém,” said Loreley Picourt, executive director of the Ocean & Climate Platform.
In addition to Brazil and France, nations such as Australia, Fiji, Kenya, Mexico, Palau, and the Republic of Seychelles are already part of the effort. For Wavel Ramkalawan, President of Seychelles, marine sectors are “underutilized tools in facing climate change.”
