Brazil surprised by registering in April 2025 the best performance in generating formal jobs for this month since the New General Registry of Employed and Unemployed (New Caged) began to be compiled in 2020.

According to the Ministry of Labor and Employment, the country created 257,528 formal jobs in April, achieving a positive balance in all 27 federal units and in all four analyzed economic sectors.

This result shows that Brazil may be regaining its protagonism in the national economy, even in a global scenario of uncertainties.

In the accumulated first four months of 2025, the country generated 922,362 new formal jobs, consolidating a positive trend that extends throughout the last year.

In the 12 months ending in April 2025, the balance of formal jobs reached the impressive mark of 1.6 million new jobs, reflecting a favorable environment for the Brazilian labor market, as announced on the afternoon of May 28 by Minister Luiz Marinho.

The performance in April included 2,282,187 admissions and 2,024,659 terminations, resulting in a positive balance of 257 thousand jobs.

With these numbers, Brazil surpassed for the first time in its history the milestone of 48 million active formal jobs, according to the Ministry of Labor.

This indicator is fundamental for measuring the health of the formal market, which directly influences tax collection and domestic consumption, reinforcing the importance of formal employment in economic recovery.

Services Sector Leads Job Creation

Among the economic sectors, the services sector stood out, accounting for the largest share of job generation in April, with 136,109 new formal jobs, which corresponds to a growth of 0.58% compared to the total existing jobs.

This growth was mainly driven by information, communication, finance, real estate, professional and administrative services, which collectively created 52,446 jobs in the month.

The commerce sector also played an important role, generating 48,040 new jobs (0.45% growth).

The industry created 35,068 jobs (0.39%), while construction recorded an impressive growth of 1.16%, with 34,295 new jobs.

Agriculture, although lower in volume, was not left out, adding 4,025 new hires, representing a 0.22% increase in the sector.

Regional Highlights Of Job Generation

Regionally, São Paulo led the creation of jobs in April, with a positive balance of 72,283 jobs, followed by Minas Gerais, with 29,083 new jobs, and Rio de Janeiro, which generated 20,031 formal jobs.

On the other hand, when considering relative variation, the states that stood out the most were Espírito Santo (+0.93%), Goiás (+0.91%), and Piauí (+0.88%), which surpassed the national average of growth in formal employment.

This uniform growth across different regions demonstrates the expansion of economic activity throughout Brazilian territory.

Salaries Have Real Increase

Another positive point reported was the increase in the average real admission salary.

In April, the value reached R$ 2,251.81, which represents an increase of R$ 15.96 (0.71%) compared to March, when the average salary was R$ 2,235.85.

In the annual comparison, the real growth was R$ 6.62, a 0.28% advance compared to April 2024.

These numbers indicate not only a greater quantity of jobs but also an improvement in the quality of hires, with more attractive salaries, which is essential for valuing the worker and stimulating consumption.

Panorama Of The Labor Market In The First Four Months

In the accumulated period from January to April, all five major economic activity groups presented positive balances.

The services sector leads, with the creation of 504,571 formal jobs (increase of 2.19%).

Next, the industry generated 190,477 jobs (+2.13%), demonstrating recovery after periods of economic challenges.

The construction sector maintained strong performance, with 135,202 new jobs in the period, representing growth of 4.73%.

Agriculture added 55,605 jobs (increase of 3.09%) and commerce added 36,523 jobs (0.35%).

These numbers confirm that the recovery of the formal market is solid and comprehensive, reaching various sectors and regions of the country.

Factors That Drive The Formal Market

According to economic experts, the record creation of formal jobs is linked to a combination of factors.

Among them, the gradual recovery of the Brazilian economy, the increase in trust from businesspeople and investors, and public policies encouraging job creation and professional qualification stand out.

Furthermore, the improvement of the international scenario, even with challenges such as rising inflation in some regions, contributes to the increase in exports and investments in the country.

The advancement of digitalization and services also plays a crucial role in this growth.

Sectors such as information technology, finance, and professional services have generated qualified jobs that require specialized labor and raise salary standards.

Future Challenges To Maintain The Growth Pace

Despite the encouraging results, economists warn about the need to pay attention to structural challenges that may still affect the Brazilian labor market.

Among these challenges are the need to improve education and professional training, the modernization of labor laws for greater flexibility and protection, and combating informality, which still affects a significant portion of the population.

Moreover, the global economy remains subject to risks such as market volatility and inflationary pressures, which can directly impact job generation.

Outlook For The Rest Of 2025

The current scenario reinforces the positive expectation for maintaining the generation of formal jobs throughout 2025.

With the pace of job creation in the first months, Brazil should continue to expand its base of formally registered workers and raise the quality of jobs.

The strengthening of the services and industry sectors should continue to be the foundation of growth, with construction and agriculture keeping pace.

According to Minister Luiz Marinho, these data indicate that the country is on the right track to reduce structural unemployment and promote social inclusion through formal work.
