The central argument presented in the different proposals revolves around risk in the exercise of the function, acting in hostile areas, threat of retaliation, and exposure to organized groups, turning the agenda into a debate about everyday protection at work.
What is changing in the debate on gun carrying for new categories
The new cycle of discussions shows an expansion of the professional profile that has begun to demand or receive support for access to gun carrying. The movement gained new momentum after the Senate’s Public Security Commission approved, on April 28, a proposal related to traffic agents who perform external and ostensive activities.

Traffic agents come into focus after recent advance
The case of traffic agents gained prominence after the Senate’s Public Security Commission approved a text that creates a legal framework for the category and authorizes gun carrying for those who perform external and ostensive activities. The justification presented revolves around the protection of professionals dealing with road inspection, patrolling, and service in risk situations.
This advance gave visibility to the topic because it placed an urban category present in the daily life of cities within a debate previously more restricted to other profiles of activity. The proposal related to this group authorizes carrying and possession for permanent employees of consumer protection and defense agencies, with the justification that these professionals conduct operations in environments considered hostile and face risky situations in actions against illegal companies or organized groups.

By entering this discussion, Procon broadens the perception that the debate over gun carrying is reaching increasingly diverse areas of the public structure.

Despite the recent progress, none of these proposals have automatically come into effect. In the case of traffic agents, the text approved in the Senate’s Public Security Committee moves to the CCJ. Meanwhile, the projects on environmental inspectors, security guards, and Procon employees still go through new stages within the Chamber.
This means that the scenario is still under construction, but with a clear sign of the topic’s expansion. Even without a final definition, the mere fact that different categories have entered the radar has been enough to bring gun carrying back among the most sensitive topics in the debate on workplace safety in Brazil.
