With 44.9% Of Exports Linked To The U.S., Ceará Declares Emergency And Releases Funds To Support Companies And Preserve Jobs.

The Government of Ceará has declared a state of emergency in the midst of the tariff hike by the President of the United States, Donald Trump.

The state is one of the most impacted by the measures, and the decision seeks to ensure immediate resources to face the effects of the crisis.

Decree Published And Access To Resources

The decree was published in the Official State Gazette and authorizes the use of contingency reserve funds. This budget item is specific for emergency situations and will allow for the execution of support measures for affected Ceará companies.

According to the Civil House, the goal is to ensure job maintenance and minimize economic impacts.

The government emphasizes that access to this reserve guarantees agility in the transfer of resources and the implementation of measures.

August Law Had Already Prepared The Ground

Before the decree, the state government sanctioned a law on August 7 that authorized various support actions for companies.

Among them are financial assistance, purchase of products for use in government equipment, anticipation of credits, and increased tax incentives.

The same law also created a Strategic Committee to monitor the implementation of the measures.

Back then, the government had made it clear that the costs would be covered by extraordinaryits not initially foreseen in the budget.

Change Of Article And New Source Of Resources

With the new decree, one article of the August law was altered.

The change defines that the execution of the measures will be guaranteed through the contingency reserve. Thus, the state has legal and budgetary security to enable the actions.

Among the first initiatives already underway is a public notice launched by the Secretary of Agrarian Development (SDA). It provides for the purchase of agricultural products from Ceará companies affected by American tariffs.

Ceará’s Dependence On The U.S.

The impact of the tariffs is significant because Ceará maintains a strong commercial link with the United States. The main product exported by the state is steel and its derivatives.

It explains that the steel industry accounts for 76.5% of Ceará’s exports destined for the U.S. These are semi-finished products, ingots, and primary forms of iron and steel.

In the first half of 2025, Ceará exported over US$ 1.1 billion. Of this total, US$ 528 million came from the steel sector, almost half of everything the state sold during the period.

2024 Balance Confirms Pattern

From January to December 2024, the numbers continued along the same lines.

The main products exported from Ceará to the U.S. were iron and steel (US$ 441.3 million), seafood and crustaceans (US$ 52.8 million), vegetable and fruit preparations (US$ 37.2 million), footwear (US$ 36.9 million), and animal and vegetable oils or fats (US$ 16.7 million).

These data confirm that the export agenda from the state to the American market is concentrated and therefore more vulnerable.

Most Dependent State, But Not Largest Seller

Although it is the state proportionally most dependent on the U.S., Ceará is not the largest seller.

In 2024, 44.9% of Ceará’s exports were destined for Americans. The second place in this ranking, Espírito Santo, recorded 28.6%.

Despite this, the absolute volume exported by Espírito Santo was greater: US$ 3.1 billion compared to US$ 659 million from Ceará. This shows that, in total numbers, other states still surpass Ceará’s participation.

Even with this high proportion, Ceará was only the 12th largest exporter from Brazil to the U.S. in 2024. São Paulo topped the list, with US$ 13.6 billion exported, equivalent to 19% of São Paulo’s sales for the year.

Alternatives And Challenges For The Economy

Amid the tariffs, experts and the government point to market diversification as an alternative. The strategy seeks to reduce dependence on the U.S. and open up space in new destinations.

However, the change requires time and adaptation. While diversification may take months or even years, the effects of the tariffs are already hitting companies and workers within weeks.

Therefore, the declaration of emergency arises as an immediate response. It allows the state government to act quickly and try to reduce losses in the productive sector.

Expectations For The Next Steps

With the decree, companies expect the resources to be released without bureaucratic hurdles. The government, in turn, hopes that the measure will provide security to maintain jobs and ensure the functioning of exports.

In addition, the creation of instruments such as the purchasing public notice shows that the state is trying to act on multiple fronts. The goal is to balance the short-term impacts while seeking commercial alternatives for the medium and long term.

The scenario, however, remains challenging. Ceará continues to be exposed to American tariffs and depends on the effectiveness of local measures to avoid greater losses.
