The bidding document specifies the removal of all surface equipment and materials, such as walkways, cranes, topsides, and jackets, as well as materials identified with the presence of naturally occurring radiation.
The scope of service includes cutting underwater equipment and structures, such as piles, risers, and piping at depths of up to 1.5 meters below the seabed.
All removed items must be transported to a specific area defined by the contractor, with decks and jackets needing to be dismantled and sent for scrap.
The original schedule anticipated the start of offshore activities by July 2020, with the contractor given 90 days to finalize the disposal of the structures, materials, and equipment from the Cação platforms.
Decommissioning Programs Under Review and Approved by ANP
There are five decommissioning programs under review by the Agency for offshore installations, two of which are in the Campos Basin, one in Santos, one in the Potiguar Basin, and one in Camamu-Almada.
In Campos, these are the decommissioning of the semi-submersible production platform P-15, operated by Petrobras, and the Tubarão Azul field, operated by Dommo Energia.
In Santos, the decommissioning of the Oliva field in the former BS4 block, operated by Enauta, is under review.
In Rio Grande do Norte, ANP is reviewing the program regarding the Siri field and, in Bahia, the Sardinha field, both operated by Petrobras.
Seven decommissioning projects have already been approved by ANP – five in Santos, two in Sergipe-Alagoas, three in the Potiguar Basin, one in Espírito Santo, and one in Camamu.
Among them are the three fixed platforms of Cação mentioned above.
Another case is the FPSO Cidade do Rio de Janeiro, which, after cracks were detected in its hull during demobilization in the Espadarte field, was towed to the Jurong Shipyard Aracruz (ES) for repairs before leaving the country.
