In Casa Branca, São Paulo, Buyers Who Dreamed of Their Own Home Face Abandonment and Loss After a Builder Disappeared and Left Work Stopped. Even Without Basic Infrastructure, the City Hall Started Collecting Property Tax on the Lots.
What should have been the beginning of a new life has become a source of concern for dozens of residents of Casa Branca (São Paulo). A development with capacity for about 400 homes had its construction interrupted in 2022. The builder responsible disappeared, and the buyers are left without answers or assurances.
The project is located along Francisco Nogueira Lima Street, and to this day only shows a few foundations and incomplete structures. The area, without basic infrastructure, remains uninhabited and degraded.
Financial Loss and Frustration of Those Who Believed in the Builder’s Project
Many buyers sought to achieve the dream of home ownership through financing with Caixa Econômica Federal. This was the case for driver Alan Rosa, who bet all his savings on the purchase of a property in the area.

“One family bought, telling another, and everyone decided to buy, it had an affordable price of R$ 150 thousand. But the dream of having a home turned into a nightmare,” he reported.
To secure the financing, Alan had to sell his own car and supplement the amount with personal savings, totaling R$ 27 thousand invested in fees, documentation, and insurance. Today, he has no house, no car, and no prospect of recovering the amount.
Caixa Breaks Contracts and Transfers Lots Without Infrastructure
Due to the stoppage of work, Caixa Econômica Federal rescinded contracts with some buyers and only transferred the lots where the houses were to be built. However, without water, electricity, sewage, or paved roads, it is not possible to continue the construction on their own.
The institution reported that it is taking administrative measures against the responsible company, identified as Construtora Reobote, based in Taubaté (SP). However, the company has not been located for clarification.
Property Tax Is Charged Despite the Builder’s Abandonment
Even without completed works or adequate structure, the city hall of Casa Branca began charging property tax from the owners of the lots.
According to the administration, the charge is legal since it is a regulated subdivision.
The city hall further claims that it has been trying to contact the builder to demand compliance with infrastructure obligations.
Currently, the site presents a scenario of total abandonment. Few constructions have been started and remain unfinished.
Tall grass and debris accumulate in most of the area. Without progress, residents live with uncertainty.

“I hope the city hall can help us because most of the people who bought here are all in need,” said Alan, representing the voice of other affected buyers.
