Participation in the Detran program will be divided into three phases: registration, selection, and licensing process (CNH). To be eligible, candidates must be registered in the Unified Registry for Social Programs of the Federal Government (CadÚnico), as a primary or dependent member, with an active registration until September 10, 2024.

To register in the Qualified Student category, candidates must be between 18 and 25 years old, be registered in the CadÚnico, have resided in the Federal District for at least two years, and be either enrolled in or have completed high school in a public school or as a full scholarship student in a private institution.
In the Qualified Citizen category, candidates must be over 18 years old, be registered in the CadÚnico, be able to read and write, be criminally responsible, and have lived in the Federal District for a minimum of two years.
