The State Department of Traffic (Detran) is preparing about seven thousand spots in a program aimed at enabling people to obtain their driver’s license without paying anything for it.
Many people postpone the dream of getting their driver’s license due to lack of money, as today, to obtain the license, one must spend around R$ 1500. In order to help those who cannot afford it, a program called CNH Social was created.
According to information, this program in question is from the government of Espírito Santo, and the first phase of the initiative will take place in the first quarter of this year, with 3,500 spots for some people to obtain their driver’s license for free.
Who Is the Program For
According to Givaldo Vieira, in a statement published by Detran of Espírito Santo, individuals who are low-income, registered in social benefits, and wish to obtain a driver’s license will be able to participate in the program.

As he further explains, registrations must be made exclusively through the Detran website, and the requirements will be as follows:
- Be of legal age; Be able to read and write;
- Have a CPF and Identity Card or equivalent;
- Prove domicile or residence in the State of Espírito Santo;
- Not be legally barred from holding a driver’s license;
- Be registered in the Federal Government’s Unified Registry for Social Programs; Have a family income of up to 02 (two) minimum wages;
- Not have a disability that prevents obtaining a driver’s license.
Notice Will Be Released Soon
Despite the requirements, it is important to note that the notice with all the information has not yet been published. According to the director of Detran, the program will be divided into two phases, each with 3,500 spots. “We will have the CNH Social this year.
A notice should come out in the first half and another in the second. Last year, we made two calls of 3,500 spots each. This year, it will be at least this quantity,” he stated.
Which Categories Will Be in the Program
According to the information, those who wish to participate in the program and meet the requirements will be able to obtain their license in categories A (motorcycle) or B (car). However, it is important to highlight that those who are already licensed have the option to add category A or B, and change category D (van, minibus, bus) or E (truck and trailer).
How to Register to Obtain a Free Driver’s License
As mentioned, the notice has not yet been published and, consequently, registrations are not yet open. However, it is important to emphasize that when the document becomes available, interested individuals should access the website www.detran.es.gov.br.
There, it will be necessary to click on the banner or button for the CNH Social program on the main page and enter the requested personal information. According to Detran, it is important to check the provided data, as it needs to match what is in the CadÚnico.
When registering, the candidate will also need to choose which category of license they want: first-time license category A (motorcycle) or first-time license B (car) for those who are not yet licensed. Individuals who are already licensed may select the option to add a category.
In this case, they may add category A and B, motorcycle and car, respectively, or D (van and bus) or E (truck and trailer).
How the Distribution Was Last Year
In 2023, the program divided the spots as follows:
- 40% for first-time licenses (A or B);
- 20% for Adding Category A or B;
- And 40% for Changing Category D or E.
According to Detran, this division was made to provide professional training, aiming to give drivers the opportunity to enter the job market and increase employability.
At the time, the selection was done electronically and without the interference of any person. This considered the data from CadÚnico, taking into account the criteria of lower per capita income; a larger number of family members; candidates with completed elementary education; beneficiaries of the Bolsa Família; and date and time of registration.
