The Skilled Worker Shortage Affects Rio Grande do Sul and Challenges Sectors Like Industry, Construction, and Commerce, with Increased Turnover, Salary Costs, and Difficulties in Retaining Experienced Professionals.

The lack of skilled workers has impacted the economy of Rio Grande do Sul, affecting sectors such as industry, construction, and commerce.

A survey by the Federation of Industries of the State (Fiergs) shows that 27% of industrial entrepreneurs pointed to the shortage or high cost of qualified labor as one of the main obstacles to operations, the highest rate since 2014.

The scenario reflects the difficulty of maintaining production and controlling costs amid the lack of prepared professionals.

Construction Sector Concentrates Main Bottlenecks

In the construction sector, the absence of professionals specialized in masonry, finishing, electrical work, painting, and plumbing has caused delays and increased expenses.

Representatives of the sector say that high turnover and competition for experienced workers result in successive salary adjustments.

According to executives from construction companies, roles such as bricklayer, carpenter, and finishing applicator are among the most affected.

In large companies, the average salary for bricklayers has increased by approximately 30% in two years.

Cyrela Goldsztein and MRV, for example, confirm that the shortage of professionals with technical experience interferes with the pace of construction work.

According to the Construction Industry Union of Rio Grande do Sul (Sinduscon-RS), many workers end up being hired by competing companies in the same sector, which increases turnover and pressures cost margins.

Commerce Faces Lack of Temporary Workers

The retail trade also feels the effects of the labor shortage, especially in temporary hiring.

According to the chief economist of Fecomércio-RS, Patrícia Palermo, there is difficulty in filling positions with flexible hours or short-term contracts.

She states that part of the candidates prefers fixed positions, which limits hiring during busy periods, such as holidays and seasonal campaigns.

Turnover and New Dynamics of the Labor Market

Experts point out that the problem is related to the heating of the labor market and changes in the profile of professionals.

According to economist Maria Carolina Gullo, from the University of Caxias do Sul (UCS), the increase in turnover occurs because “new generations tend to seek more competitive salaries or personal satisfaction”, making talent retention more difficult.

Companies have expanded benefits and created career plans to contain the movement, but the effort is not always enough to stabilize teams, according to industry analysts.

Researchers also highlight that the growing interest in flexibility and activities related to services and technology also influences the supply of professionals for industry and construction.

This migration, according to economists, reflects transformations in preferences and the structure of the labor market.

Aging Population Reduces Offer of Youths

The demographic change in the state is pointed out by experts as another factor that limits the availability of labor.

The president of Fiergs, Claudio Bier, stated that the accelerated aging of the local population has reduced the number of young people entering occupations that require physical effort and technical training.

Furthermore, Bier stated that the absence of broad policies to attract young workers and the difficulty of aligning social programs with incentives for formalization contribute to the scarcity scenario.

Small Companies Face More Difficulties

A survey by Fiergs indicates that 36.1% of small companies report problems hiring qualified professionals.

According to the organization, smaller businesses have fewer conditions to offer competitive salaries and benefits, making it difficult to compete for labor with medium and large companies.

Industry consultants observe that the impact is more severe in these companies because the time for recruitment and training directly affects productivity and operational costs.

Lack of Professionals Also Affects the Footwear Industry

The shortage is also felt in the footwear industry, a traditional segment of the local economy.

According to the executive president of the Brazilian Footwear Industry Association (Abicalçados), Haroldo Ferreira, there is difficulty in filling positions for seamstresses and specialized technicians.

According to him, the lack of professionals could compromise production schedules and reduce the capacity to meet orders aimed at the next product launch cycle.

Qualification and Retention Are Seen as Solutions

For economists and representatives of the productive sector, investments in professional training are the main way to mitigate the problem.

The recommendation is to expand technical training programs in high-demand areas such as electrical work, plumbing, and industrial machine operation.

According to Fiergs, measures are also being studied to encourage partnerships between companies and educational institutions to adjust course content to the practical needs of businesses.

Experts argue that this approach could reduce workers’ adaptation time and improve productivity.

Companies have also invested in internal retention strategies, with career plans, continuous training, and additional benefits, according to human resources consultancies.

Even so, maintaining professionals remains one of the main challenges, especially in manual execution activities.

Strategies Under Discussion in the State

The government of Rio Grande do Sul, together with Fiergs and other entities, is studying integrated actions to restore the supply of skilled workers.

Among the proposed measures are extra classes in technical courses, rapid requalification programs, and incentives for hiring young people.

According to the involved institutions, the intention is to strengthen the link between education and employability and reduce the reliance on external hires for basic functions.

The measures are still under analysis and there are no defined timelines for implementation.

The question that arises, according to economists and entrepreneurs, is whether the state will be able to align training policies and long-term incentives to stabilize the labor market and ensure the competitiveness of strategic sectors.

Eu sou extremamente experiente na área de revestimentos, trabalhar em obras é uma grande ****, trabalhar direto com poeiras ruídos, riscos pra ganhar uma miséria pra lascar com a saúde, não compensa nunca, não façam filhos e não precisa ser apenas um número a mais na escravidão.

Também neh, muito beneficiários, especialmente em regiões onde o custo de vida é menor e o mercado formal é limitado, acabam optando por não se empregar formalmente, com receio de perder o BENEFÍCIO que, para famílias pequenas, pode representar uma segurança maior do que empregos informais de baixa remuneração. Isso cria uma escassez de mão de obra disponível para funções operacionais e de base, especialmente na construção civil, agricultura e serviços.
