The Pro Trilhos Program, from the Federal Government
The Pro Trilhos program was established by Provisional Measure No. 1,065/21 aiming to increase the attractiveness of the private sector to make investments in railways, whether through new ventures or utilizing existing railways.
During the ceremony, requests for railway authorization for the construction of 11 railway sections were signed. Together, the requests total 3,300 kilometers of new tracks and R$ 53.5 billion in investments. The new railways cross cities in nine states across four Brazilian regions: Espírito Santo, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Paraná, Pernambuco, Piauí, and São Paulo.

With the formalization of the requests, the requests begin to be evaluated by the Ministry of Infrastructure, responsible for issuing the authorizations, if the ventures meet all requirements set by the Federal Government. The Minister of Infrastructure, Tarcísio Gomes de Freitas, stated that the measures adopted by the Federal Government in the sector are promoting the largest railway revolution in recent years. “We are celebrating our logistical independence. We are celebrating the rescue of the railway modality,” he stated.
Construction of a New Railway Between Minas Gerais and Espírito Santo
The construction of the Minas-Espírito Santo Railway (EFMES) is closer to becoming a reality. The railway is planned to connect the Port Center of São Mateus, in the state of Espírito Santo to Ipatinga, in Minas Gerais, and the start of construction is expected in 2023. In total, 3,500 professionals will be hired to work on the construction of the railway network, with approximately two thousand positions in the state of Espírito Santo for various roles.
The initial project for the railway provides for the construction of the new railway alongside BR-381, passing through Barra de São Francisco, Nova Venécia, and Governador Valadares, as reported by Diário do Aço. The businessman explained that, in a second phase, there is also the Petrocity project for the railway to reach Sete Lagoas, bypassing the Serra do Tigre, which represents a railway bottleneck between the Midwest region of the country and the ports of Espírito Santo.
In Paraná, Approximately R$ 21.45 Billion Will Be Invested in the Construction of Two New Railway Sections
Logistics operators met at the Palácio do Planalto during the launch of the Pro Trilhos program, an initiative that is expected to showcase the government’s actions in the area. The southern region of the country received good news with the opening of September Rail, a season of federal actions to stimulate the expansion and modernization of railways. The construction of 571 kilometers of new tracks crossing Paraná municipalities is planned, with total investments amounting to R$ 21.45 billion.
The Ferroeste railway presented proposals to build and operate two new rail segments in Paraná, both connected to a port terminal. The first goes from Guarapuava to Paranaguá, is approximately 405.2 kilometers long, and creates a new option for cargo flow to the Port of Paranaguá, one of the largest in the country. The second section connects Cascavel to Foz do Iguaçu, has a length of 166 kilometers, and aims to consolidate an international cargo transport corridor that also reaches the Port of Paranaguá.
Now, these requests begin to be evaluated by the Ministry of Infrastructure (MInfra), responsible for issuing the authorizations, if the ventures meet all requirements set by the Federal Government, according to MP No. 1,065, published on August 30. The railway authorizations have the potential to increase the modal’s share from the current 20% to 40% of national logistics transportation by 2035.
