Investment of R$ 242 Million in Belém Promises to Change Urban Mobility and Leave an Important Legacy After COP 30.
The city of Belém, in Pará, is undergoing a major road transformation. With an investment of R$ 242 million, the expansion of Rua da Marinha aims to improve urban mobility ahead of the United Nations Climate Change Conference, COP 30. However, the impact of the work goes beyond the event.
Expansion to Six Lanes and Urban Integration
Rua da Marinha is being duplicated and extended over a 3.5 km stretch. The road, which currently has two lanes, will have six lanes.
Two sections will be interconnected by roundabouts, allowing for smoother traffic flow. The new structure will connect Avenida Augusto Montenegro to Avenida Centenário, passing through Avenida Santarém.

This change will integrate important regions of the city, making life easier for residents and improving daily commuting. According to the government, the goal is to ensure infrastructure that meets the growing traffic demand, with or without international events.

A Project That Goes Beyond COP
The project is considered strategic not only for hosting COP 30 but also for preparing Belém for the coming years.
With urban growth and an increase in the number of vehicles, the city needs long-lasting solutions. The duplication of Rua da Marinha is one of those measures.
The improvement in circulation will benefit neighborhoods such as Marambaia, where the work is located. Additionally, it will ease access to other regions, potentially reducing the commuting time for thousands of people.
State Funding and Execution
The project is funded by the National Bank for Economic and Social Development (BNDES). The execution is the responsibility of the State Secretariat for Public Works (Seop). The state government also received a transfer of 255,000 m² of land to ensure the completion of the project.
According to data from April 2025, the project’s progress is at 32%. The work began in September 2024, but there is still no official completion date.
No Delivery Date Yet, But a Promise of Impact
Although the expected completion date has not yet been announced, the government assures that the road structure will bring benefits even after the conference. The promise is that the work will stand as a legacy for the city, facilitating circulation for decades.
This project, marked by high investment and significant urban changes, will be one of the hallmarks of Belém’s transformation.
COP 30 may be the catalyst, but the impact will be permanent for those who live and commute in the capital of Pará.
