Petrobras Provided Reports Analyses on Operations from Recent Months to Ibama’s Unit in Santos, on the Coast of São Paulo. The Records Were Not Disclosed.
In a week, the Brazilian Institute of Environment and Renewable Natural Resources (Ibama) imposed 43 fines on Petrobras, the penalties are for illegal waste discharge into the sea from the operation of platforms and ships. The fine amounts range from R$ 8 thousand to R$ 32 thousand, totaling R$ 708 thousand. According to Ibama, the state-owned company recorded two oil spills from platforms in Rio de Janeiro and Espírito Santo that were not reported to the market.

According to a survey carried out by G1, the agency formalized 24 fines of R$ 8 thousand, 14 of R$ 30 thousand, four of R$ 16 thousand, and one of R$ 32 thousand. All are classified under the Environmental Crimes Law (No. 9605, of 1998) and refer to the release of waste above the permitted limits in the licensing for the state-owned company’s exploration activities.
According to official information from Ibama, the disposal of 2,3 thousand liters of oil at platform P25, in the Campos Basin, was considered the most serious, resulting in a fine of R$ 32 thousand.
One of the R$ 30 thousand fines refers to the disposal of resin from the Skandi Santos ship, during operations in the Uruguá Field.
Meanwhile, the disposal of oily water during the installation of platform P76, located in the Búzios Field, resulted in one of the R$ 16 thousand fines, in addition to the R$ 8 thousand penalties, one of which was due to the spill of hydraulic fluid into the sea from the drillship West Tellus, located in the Libra Field.
Petrobras also explains, through public information on the state-owned website, that the average concentration of oils and greases discharged into the sea is monitored and must comply with licensing limits. In cases of non-compliance, the state-owned company assures it halts the procedure to avoid environmental damage.
Just as the regulations establish limits, it also states that the oil company must submit periodic monitoring reports to the environmental authority. It was in these documents, regarding the last 12 months, that Ibama found the irregularity and formalized the sanctions in August of this year.
Regarding these penalties, Petrobras stated that the fines imposed “correspond to occurrences recorded over months.” The state-owned company also stated it does not acknowledge the number of sanctions reported by G1, but according to the federal environmental authority itself, the offender can take up to 15 days to be notified.
