Those who work with culture in communities can now transform this experience into professional training while also receiving financial support from the Federal Government. The Federal Institute of São Paulo (IFSP) has opened registrations for the Popular Culture Agent course, conducted in partnership with the Ministry of Culture (MinC). The program offers free distance education (EaD) training, with total financial assistance of up to R$ 8,350 per student, which includes monthly scholarships, internet support, and funds for cultural actions in the student’s area of activity.
The project aims to enhance the role of local cultural leaders — those who coordinate collectives, popular traditions, and artistic expressions in neighborhoods, outskirts, and rural areas — by providing formal training and incentives to continue their work.
Course With Scholarship IFSP: Free Training and Monthly Incentive for Those Who Live Culture in Their Daily Lives
With a total workload of 160 hours over five months, the Popular Culture Agent course will be offered entirely online, with activities aimed at strengthening the participants’ work in their own territories.

The proposal also includes an additional month dedicated to the practical implementation of community cultural actions and participation in a closing event.
Throughout the entire course period, students will receive financial assistance guaranteed by IFSP and the Ministry of Culture. A total of up to R$ 8,350 will be paid to each student, divided as follows:
- Staying Aid: R$ 1,200 monthly for six months (totaling R$ 7,200)
- Connectivity Aid: R$ 25 monthly for internet support (total of R$ 150)
- Aid for Cultural Actions: one-time payment of R$ 1,000 to develop a cultural action in the territory
Payments are contingent upon attendance at online classes and submission of the activities outlined in the schedule.
Who Can Enroll in the Free Course With Financial Support?
The spots are aimed at residents of 11 municipalities in the state of São Paulo who already work as cultural facilitators in their regions.
To participate, you must be 18 years or older, be literate, have internet access, and have equipment to attend EAD classes with availability of 15 hours a week to dedicate to the activities.

The selection process aims to strengthen leaders who already work with popular culture, community education, peripheral art, or collective actions in neighborhoods. It is not necessary to have a diploma, but it is essential to demonstrate a path of cultural engagement.
Registration for the Course With Incentive From the Ministry of Culture: See How to Participate
Registrations are free and online, with a deadline between July 21 and August 4, 2025. Interested individuals must access the official website of IFSP and fill out the form available at the link:

The registration requires submission of a cover letter, in which the candidate describes their cultural work, personal trajectory, community ties, and motivations for participating in the course. The selection will occur in two eliminatory and classification stages:
Cover Letter Analysis (score of 0 to 50): the artistic-cultural background, community relationship, social articulation, and engagement with the territory will be evaluated. To advance to the next phase, a minimum of 25 points is required.
Virtual Interview (score of 0 to 50): the highest-ranked candidates will be invited for an online interview. At this stage, criteria such as coherence with the letter, clarity of purpose, cultural mobilization capacity, and availability to participate in the course will be observed.
The final score will be the sum of both stages, and the results will be published on September 25, 2025, on the IFSP website.
Course Boosts Cultural Agents Working at the Base — And Pays for It
The initiative by IFSP and the Ministry of Culture is pioneering in recognizing that many of the real cultural makers in Brazil are outside formal and academic circuits. According to Pro-Rector Rafael Scarazzati, “territorial cultural agents are protagonists of cultural life in their territories. With this notice, we want to ensure means for them to continue working and strengthening their networks.”
The course is a concrete response to the demands for more inclusive public policies in the cultural sector, especially for those who work in peripheral urban communities, settlements, quilombos, villages, groups of popular tradition, and social movements.
By allowing the student to continue working while studying, through monthly financial assistance, the proposal breaks historical barriers to access professional training in the cultural field.
