Sensay, an artificial intelligence startup based in London, announced the creation of Sensay Island, considered the first nation in the world governed by AI. The project, located on the coast of the Philippines, will have digital replicas of major historical figures as its leaders.

Marcus Aurelius, the Roman Emperor, will serve as president, while Winston Churchill will be the prime minister.

The cabinet will also include Nelson Mandela as Justice Minister, Eleanor Roosevelt in Foreign Affairs, and Florence Nightingale in Health. In total, there will be 17 members, all digitally recreated.

Sustainable and Environmental Planning
The island is located in the province of Palawan and covers 3.4 square kilometers. Its landscapes include tropical beaches, crystal-clear lagoons, and an average temperature of 26°C.
Surrounded by gentle breezes year-round, it was chosen as the site for an ecological and innovative model.
Development will follow a four-year roadmap. In the first year, a microgrid of renewable energy will become operational, ensuring sustainable supply.
By 2027, the first residents will be welcomed, and 60% of the territory will be declared an environmental sanctuary.
The proposal is to balance human presence and preservation, creating a space for technological innovations and nature protection.
By 2028, the first Global AI Governance Symposium is planned, bringing together experts to discuss the use of this technology in government.
E-Residency and Global Participation
A key feature of the project is the e-residency program, called E-residency. People from anywhere in the world will be able to register as e-residents and participate in the island’s political decisions.
The platform will be open and transparent. E-residents will be able to propose policies, which will be publicly discussed by the cabinet before being voted on. This creates a model of digital democracy on a global scale.
Moreover, Sensay aims to encourage international collaboration and generate insights on the impact of AI on policy formulation.
According to the founders, decision-making will be based on merit and informed debate, free from the influence of traditional political agendas.
Objective of Reinventing Leadership
The founder of Sensay, Dan Thomson, stated that the project aims to explore how AI can challenge conventional government models.
He claims that the initiative seeks to prove that it is possible to lead without the partisan influences that shape many current decisions.
The project already has an initial investment of £2.5 million, which will allow for advancements in the next phases.
The company plans to open the island for visits in 2026, welcome researchers thereafter, and eventually offer permanent citizenship.
