Construction Begins for the Portocem Thermoelectric Plant in Ceara, Which Will Have the Capacity to Generate 1.5 Thousand MW of Energy. The Project Promises to Generate Thousands of Jobs During Its Construction Phase.
Construction has begun for the Portocem Thermoelectric Plant (UTE), considered the second largest investment in the history of the state of Ceara. The project, which will bring several jobs to the region, will be built in São Gonçalo do Amarante, in the Metropolitan Region of Fortaleza, and is already under construction. The plant is expected to start operations in 2026.
Thermoelectric Plant in Ceara Receives R$ 5 Billion in Investments
The groundbreaking event took place this Friday (5) and was attended by the Minister of Mines and Energy, Alexandre Silveira, the Governor of Ceara, Elmano de Freitas, along with other authorities and businesspeople.
The Portocem UTE is an investment from Ceiba Energy, a North American group, valued at around R$ 5 billion. The project, which will create several jobs, has a capacity of 1,572 MW and will be built on an area of 39.5 hectares in Sector 2 of the Ceara Export Processing Zone (ZPE Ceara), which is part of the Pecém complex.

With the construction of the thermoelectric plant in Ceara, it is estimated that about 1,700 jobs will be created during its construction phase, which will last approximately 39 months. Implementation works are planned, which include the development of structures, in addition to the assembly of mechanical and electrical equipment.
When completed, the Portocem thermoelectric plant will provide even more security to the National Interconnected System (SIN), designed to operate during low water levels in hydroelectric reservoirs, low solar intensity (solar generation), and low wind speeds (which hinder wind generation).
Portocem UTE is the Biggest Winner of the Capacity Reserve Auction
Portocem was the biggest winner of the 1st Capacity Reserve Auction held by the National Electric Energy Agency and the Electric Energy Commercialization Chamber (CCEE) in 2021, for the contracting of power reserves for the National Interconnected System (SIN).
The grant from the Ministry of Mines and Energy was issued in August of last year, and the contract with CCEE was signed in November of the same year for a duration of 15 years. The thermoelectric plant in Ceara, which will create thousands of jobs, will consist of 4 simple cycle gas turbines. The Portocem plant will have an 8 km transmission line that will connect the plant to the SIN through the Pecém 2 Substation.
The Portocem UTE will receive natural gas from a Floating Storage and Regasification Unit (FSRU) that will be chartered by Portocem and will remain permanently docked within the sheltered area of the Pecém Port. It is worth noting that in March, company executives participated in a meeting with the state governor, Elmano de Freitas, to discuss project details.
New Thermoelectric Plant in Ceara Will Bring 1,700 Jobs
According to Roman Días, CEO of Portocem, the company is pleased with the partnership and has selected world-class equipment by choosing Mitsubishi Power and a contractor with extensive experience in developing this type of project. Consag will contribute to transforming Ceara into an essential natural gas hub in Latin America, attracting several other investments in the sector.
The construction of the Portocem UTE is expected to generate 1,700 indirect jobs during construction, and when it starts operating, the project will also open new jobs in technical positions for specialized professionals and operators or maintenance staff.
