The Installation of Brazil’s Largest Uranium Mine Is Getting Closer to Becoming Reality. This Time, the Important Step Was Taken by the National Commission for Nuclear Energy (CNEN), Which Gave the Green Light for the Construction of the Uranium Processing Facility of the Santa Quitéria Complex in Ceará.
According to information from the g1 portal, the unit, which already has the status of the largest in Brazil, will be located on the Itataia farm, situated between the municipalities of Santa Quitéria and Itatira.
Furthermore, according to the site, the mining operation will be the responsibility of the Santa Quitéria Consortium, formed by the public company Nuclear Industries of Brazil (INB) and the private sector company Galvani Fertilizers.
In total, it is expected that the exploration will be possible for 20 years. In this sense, if the project is approved at all stages, the expectation is that the unit will have the capacity to produce uranium and also phosphated elements used in fertilizer production.

In addition to this CNEN approval, other approvals are still necessary. In December 2022, for example, the Environmental Impact Study (EIA) presented by the Santa Quitéria Consortium was not approved by Ibama, which requested additional information that has not yet been provided.
Currently, Ibama is awaiting the requested information in order to analyze the topic. In the meantime, construction work at the site cannot begin. However, the consortium believes that the complete installation license will be granted by the end of 2024.
Controversial Promise
The uranium mine is a controversial promise in Ceará, as it has the support of the state government but raises concerns from communities and researchers about the risks that mining the ore may pose to workers and the local population. This occurs because contact with uranium, a heavy and unstable metal, presents risks that are already recognized by the scientific community.
Job Creation
Despite these controversial topics, there is hope that the project, if approved, will stimulate economic growth in the region and in the state as a whole. During the implementation phase, it is expected that the Santa Quitéria Consortium will invest the amount of R$ 2.3 billion.
In terms of job creation, only for the Santa Quitéria region, 2,800 direct jobs and an additional 5,600 indirect jobs are expected to be created during the construction phase of the processing complex. On the other hand, when the unit is in operation, it is anticipated to create 538 direct jobs and 2,300 indirect jobs.
When Should the Plant Be Ready
If the licenses are released by the end of the year, there is an expectation that the unit will be ready after two and a half years of construction, meaning that the plant will begin its operations between late 2027 and early 2028.
With the plant activated, the consortium will be able to explore the unit and, thus, find colophonite, which contains phosphate and uranium together. Overall, it is expected to produce 1.05 million tons of phosphated fertilizers, 220,000 tons of dicalcium phosphate, and 2,300 tons of uranium concentrate annually.
