A New Public Competition for INSS Is on the Way, Offering Thousands of Opportunities. According to Statements by Minister Carlos Lupi, the Selection Process Will Include Openings for INSS Experts, with Salaries That Can Reach Up to R$ 15 Thousand.
The Minister of Social Security, Carlos Lupi, confirmed on Tuesday (24) through his social media that a new public competition will be held for the National Institute of Social Security (INSS) for the position of medical expert, with an offer of 1,500 positions.
The expectation is that the selection process will take place in 2024. The selection was already anticipated in the resolution 1,354 of the National Social Security Council, dated August 4, which indicates the need to hold the competition for filling 1,574 positions for INSS Experts.
Requirements to Participate in the New INSS Competition
According to the minister, the positions will primarily be for the northeast region and the interior of the country. Efforts are being made to ensure that social security reaches the citizens, especially the most vulnerable.

For the public competition, the document released in August already anticipated the allocation of R$ 652 million, in addition to the R$ 1.788 billion allocated for the National Institute of Social Security (INSS), and R$ 45 million, in addition to the R$ 150.5 million budgeted for the Ministry of Social Security, focusing on ensuring the regular functioning and effective service delivery by social security.
Those interested in applying for the INSS Expert positions must have a higher education degree in medicine, as well as registration with the council. The initial salary may vary according to the workload:
- R$ 15,169.69 for 40 hours per week;
- R$ 11,377.24 for 30 hours per week;
- R$ 7,585.49 for 20 hours per week.
According to data from the National Federation of Trade Unions of Workers in Health, Labor, Social Security, and Social Assistance (Fenasps), the institute has a deficit of approximately 23,000 employees.
Know How the Last INSS Competition Was
The last public competition for INSS Experts took place in 2011, when 1,875 positions were made available, including 1,500 for technicians and 375 for experts. The organizing body at the time was the Carlos Chagas Foundation (FCC). For the expert positions, the selection process consisted of objective tests and a title analysis. The objective test had 80 questions, with 30 for general knowledge and 50 for specific knowledge.
In general knowledge, topics covered included subjects such as administrative law, constitutional law, ethics in public service, and Portuguese language. In specific knowledge, legislation related to social security, social assistance, labor legislation, occupational medicine, and legislation regarding SUS.
It is worth noting that those approved in the INSS competition for the expert position will be responsible for carrying out medical-expert activities, inspecting work environments, issuing conclusive opinions regarding labor capacity, characterizing disabilities for social security and assistance benefits, among others.

The National Institute of Social Security is a public institution created to meet the social and welfare needs of its contributors.
Thus, it guarantees rights to the insured individuals of the General Social Security Regime (RGPS). To understand its importance, in 2017, the agency had more than 50 million insured individuals and approximately 33 million beneficiaries.
One of its main functions is to receive monthly contributions from workers in Brazil. This applies both to those working under the CLT regime and to those who are self-employed but also contribute.
INSS payments are made according to the worker’s category. The percentage paid varies depending on the salary received, ranging from 8% to 11%.
