MS bets on solar energy with giant plant to reduce electricity bill

MS bets on solar energy with a giant plant to reduce consumers' electricity bills

The state of MS will have billionaire investment in the solar energy sector. The region intends to build a giant solar plant that will be responsible for reducing the value of the electricity bill of public buildings.

The Governor of the state of Mato Grosso do Sul, Eduardo Riedel (PSDB) says that the state government plans to install the largest solar plant in MS and the construction will rely on private resources of more than R$ 8,5 billion, aiming to serve public bodies with clean energy, thus reducing the value of the light bill. This was one of the investment projects in the program launched last Monday (24) with renewable energy.

The use of solar energy by public bodies throughout the state of Mato Grosso do Sul is part of the Tax Justice topic of the program and is a means of reducing costs with the electricity bill, using sustainable energy and reducing costs with the public machine.

On March 13, representatives of the State Government and the HCC Solar Energy were gathered to discuss and align the execution of the installation schedule of solar photovoltaic power plants in MS.

The company entered into a Public Private Partnership (PPP) with the state so that more than a thousand public buildings are supplied with renewable and clean energy, significantly reducing the amount on the electricity bill.

Among the enterprises benefited are schools, Detran-MS units, police battalions, among others. According to data from the company's project manager, João Alberto Machiavelli, the expectation is that the first solar plants will be installed in cities in the south of MS.

The idea is for the company to start work on two areas between March and April. The two municipalities that have a great chance of being the first to have a solar plant and enter this first block of projects are Angélica and Glória de Dourados. 

HCC will present execution schedule soon

The complete list of cities where solar energy projects will be installed in MS will be closed by the company by the month of May.

After the development and approval of the installation schedule, Seilog will be the secretariat that will monitor the contractual execution of the PPP, according to Eliane Detoni, special secretary of the Strategic Partnerships Office (EPE) of the State Secretariat for Government and Strategic Management (Segov), which was responsible for the elaboration of the PPP.

According to Detoni, this meeting saw the formal delivery of the PPP contract to Seilog. The main details of the project were passed and also presented the measures that Seilog needs to take. And in the coming weeks, the HCC concessionaire will present this execution schedule, which must be approved and then monitored. 

Which organs will use solar energy and have reduced electricity bills?

For Hélio Peluffo, secretary of Seilog, MS will have a green seal throughout the territory. Hélio points out that the state is moving forward to serve 1,434 government units with the solar plant, under the responsibility of the secretariat.

Service points cover 86% of the Detran-MS buildings, 95% of the Civil Police, 95% of the Military Police units, 97% of the Fire Department and 79% of the state's schools.

The investments foreseen in the partnership between HCC and MS for the supply of renewable and clean energy to state administrative units total R$ 134 million. R$ 80 million will be spent on building the infrastructure for photovoltaic solar plants and R$ 54 million on operation and maintenance. At the end of the contract, the assets of the solar energy plants to be installed will return to the State.
