The news surfaced after a meeting between Indonesian businessman Jackson Wijaya, founder of Paper Excellence, and the governor of Mato Grosso do Sul, Eduardo Riedel.
During the meeting, Wijaya expressed interest in expanding the company’s business in the region, reinforcing the strategic importance of Mato Grosso do Sul for the pulp sector.

Jackson Wijaya is no stranger to announcing big plans.
In 2023, he had already revealed the intention to invest around US$ 4 billion in a new pulp project in Brazil, with an estimated production capacity of 2.5 million tons annually.
The confirmation of the exact location for this new factory, however, was still under analysis.
Mato Grosso do Sul as a Development Hub
Mato Grosso do Sul emerges as one of the favorites to receive this gigantic investment due to its already established infrastructure in the sector.
The eastern region of the state, known as the “Pulp Valley,” is identified as the ideal location for the new factory.
This area already houses the Três Lagoas factory, where Eldorado Celulose, in which Paper Excellence holds a 49.41% stake, produced 1.78 million tons of pulp in 2023.
Although Mato Grosso do Sul is well positioned, Paper Excellence is also exploring other regions in Brazil for the new factory installation.
Minas Gerais, for example, has been analyzed as a potential candidate, with Pirapora and Grão Mogol in the Jequitinhonha Valley among the possible locations.
In addition, the state of Mato Grosso, specifically the Alto Taquari region, is also being considered.
